HomeMy WebLinkAbout1998-06-17 Board of Library Trustees Minutesk Board of Library Trustees Minutes of Meeting - June 17, 1998 Present: Mrs. Maria Silvaggi, chair; Mr. Stephen Conner; Ms. Donna InDelicato; Dr. Christine Redford. Absent:. Ms. Cherrie Dubois; Mr. Richard Ogden. The Board of Trustees meeting was called to order at 7:50 p.m. 1) The Budget Council meeting began at 7:40 p.m. with a presentation from Peat Marwick on the building maintenance study. Robin D'Antona chaired the meeting. After the presentation, Mrs. Silvaggi expressed her concern that the Library custodian position will go to the school buildings, and that no one will be maintaining the Library building. Two hours of cleaning in the morning is not the whole picture, she said. Harry Harutunian answered that if full privatization is the goal, the requirement for a maintenance person to be in the Library would be written into the UP. After some discussion, Dr. Harutunian said that all recommendations are under the purview of the school system, and that the School Committee needs to have a working session on building maintenance with input from himself, Jeff Griffin (Head of Facilities), and Peter Hechenbleikner. Others who want to get involved may join. Mrs. Silvaggi remarked that the School Committee is being saddled with additional duties, and asked how the Committee would deal with that. Dr. Harutunian said that the School Department has lots of custodians and lots of experience, and has been cleaning buildings since forever. Mrs. Silvaggi said, "But according to this report, not well." Dr. Harutunian confirmed that staff and money will be added to get cleaning up to standards. Ms. Hanley announced that the Library's custodian will be retiring at the end of August. The other two Town building custodians want to know what's happening with the job, and she would like to know who will take care of the Library, so she asked that the staffing recommendations be expedited. Camille Anthony asked if the consultants considered where the function of building maintenance should be in the Town's structure. A consultant responded that the charge for the study was, given the current arrangement, how can it be made more efficient? Mr. Hechenbleikner added that the results of the study, which discusses resources and procedures, are not effected by where the responsibility for the function lies. Dr. Harutunian said that he was not hearing a strong push to make the plan work. 2) Mr. Hechenbleikner distributed an evaluation form for the FY99 budget process, to be returned to him by members of the four boards. 3) The Town Manager, the Superintendent of Schools, Richard Foley and Beth Klepeis will work on three-year financial projections over the summer. 4) The Capital Improvement Plan was modified due to the favorable sale of bonds. 5) The next meeting of the Budget Council will be Thursday, September 10.
