Members present! George Theophanis, Nils Nordberg, Dolores Carroll and
Phil Pacino.
7:39 Chairman pro-tem George Theophanis called the meeting to order in the
Employees Lounge of Town Hall.
The 1st order of business was a review of the proposed bylaw on the removal
of Town Meeting members. After discussion and several changes in the wording
of the proposed bylaw, the committee on a motion of Nils Nordberg and seconded
by Phil Pacino voted to submit the proposed bylaw for inclusion in the Fall
Town Meeting warrant by a vote of 4-0.
It was reported that the proposed bylaw on rules and regulations of Town committees
had not been received back from Town Counsel with his recommendations on such.
The committee then took up the requested changes in the bylaws set forth by
the TowQ.Manager in his January 20, 1988 letter and by him at the August 24,
1988 meeting of the committee. After discussion the committee took the
following actions:
1. On a motion of Nils Nordberg and second by Dolores Carroll the committee voted
4-0 not to change the dates for the opening of Town Meeting.
2. On a motion of Nils.Nordberg and seconded by Phil Pacino the committee
voted 4-0 to not orginate bylaw changes on the issues of licenses, fees
or the closing of the warrant.
The committee then turned to the recodification of the bylaws.The committee dealt
with Article IIas follows:
Rue1 4 became Rule 5, Rule 5 became Rule 6, Rule 6 became Rule 7, Rule 7.
became Rule 10, Rule 8 became Rule 12, Rule 9 became Rule 13, Rule 10
became Rule 14, Rule 11 became Rule 15, Rule 12 became Rule 16, Rule 13
became Rule 17, Rule 14 became Rule 18 &Rule 15 became Rule 19.
Rule 16 added the wording "authorized by Town Meeting" after the word
"committee", added the letter "0" to the word appointed and included the entire
as part of section 2.2.2
Rule 17 was made a part of Section 2.2.3
Rule 4 was added reading "Prior to debate on each article in a warrant involving
changes in the bylaws the By-law Committee shall advise the Town Meeting
as to its recommendations and reasons therefor."
Rule 3 at the beginning was added"Prior to debate".
The wordsSection 5 was dropped.
Section 6 thru the wording " an opportunity to do so." was changed to become
Rule 8. The remainder of that section became Rule 9.
Section 7 became Rule 11.
Section 1 became 2.2.1, Section 2 became 2.2.2. Section 3 became 2.2.3, Section
4 became 2.2.4 , Section 8 became 2.2.5, Section 9 became 2.2.6 and 2.2.7 was
kadded for future use
In new Rule 8 "without leave of the Town Meeting" was changed to "without
first obtaining the permission of the Meeting".
A proposal on the issue of reconsideration of a motion was discussed. A
motion by Nils Nordberg and second by Dolores Carroll was made to;
Insert before the second sentence of Sec: + after of such session."
"When such motion is made at the session of the meeting at which the vote
was passed, said motion shall be accepted by the moderator but consideration
thereof shall be postponed to become the first item to be considered the
next session, unless all remaining articles have been disposed of in which
case reconsideration shall be considered before final adjournment." and
to
Insert after the last sentence of the first paragraph of Sec.
"Arguments for or against reconsideration may include discussion of
the motion being reconsidered providing such discussion consists only
of relevent facts or arguments not previously presented by any speaker."
