Members present: Ed Murphy, George Theophanis, Dolores Carroll and Phil Pacino

7:34 Meeting called to order in the Employees' Lounge of Town Hall
Chairman Murphy stated that the Annual Town Meeting Warrant will close
February 13, 1989.
Chairman Murphy reported that Article 1, 3, 4, and 5 of the recodified
bylaws had been sent to the Town Clerk's Office. The Town Clerk reported back
to the Bylaw Committee that redoing the Articles on the wordprocessor would-
take time and that the recodication could not started until after May 31, 1989.
Minutes #145 were approved as cogrected by a vote of 4-0
The committee reviewed the the Bylaw Committee report that was included in the
Annual report of the Town.
The Committee then to the recodication process. The committee dealt with
the,deffnition section of Article 1. The following conclusions were reached:
Section 1.7.1 Bylaw- Any article section, subsection of paragraph of these
general bylaws and the zoning bylaws of the Town of Reading and.any
admendment thereto.
Section 1.7.2 Charter-The Reading Home Rule Charter adopted March 24, 1986
and any admendment thereto.
Section 1.7.3 Inhabitant - To be thought about by the committee and
complbted at a future time.
Section 1.7.4 Precinct-The area into which the town is divided for the
purposes of electing town meeting members.
Section 1.7.6.Warrant-List of.articles presented for Town Meeting 'con6idera
Section1.7.7 motion-Formal proposal by a member in a meeting that the
assembly take action on is -
Section 1.7.8 He-His-Himself- Shall mean the same whenever appearring
in the bylaws.
Section 1.7.9 Town Officer-An elected or appointed official of the town
who in the preformance of his duties of office exercises some portion
of the sovereign power of the Town, whether great or small.
Section 1.7.10 Tw~n Agency - The committee decided to define this term
in the future.
