HomeMy WebLinkAbout1989-04-19 Bylaw Committee MinutesBYLAW COMMITTEE MINUTES #151 April 19, 1989 Members present: Ed Murphy, George Theophanis, Nils Nordberg and Dolores Carroll. 7:45 Chairman Murphy called the meeting to order in Room 16 of Town Hall. Chairman Murphy opened the meeting with the introduction of Treasurer/Collector Beth Klepeis, who had come before the committee to discuss several articles on the Special Town Meeting warrant. Article 4 would establish a special fund for the proceeds from the sale of real estate which could be used for debt service, capital projects or unfunded pension liability. Articles 11 and 12 involved a lengthy explanation by Ms. Klepeis on the current and proposed medical coverage for retirees and town employees. Basically, acceptance of these motions would decrease the cost of insurance to retirees, increase the cost to HMO members (some of whom are covered by the town for their entire premium), thereby creating a more consistent payment plan. Town Planner Jonathan Edwards appeared next to inform the committee that due to an error in the publication of a legal notice, Articles 13, 14, 15, 16, 17 and 18, originally scheduled for public hearing before the CPDC on April 21, would now be heard on May 9. Mr. Edwards was going to recommend to the selectmen that business under these articles be taken up at an adjourned session of Special Town Meeting on May 11. Following a review and discussion of these articles with the committee, Dennis Cronin, attorney representing the petitioner of Articles 17 and 18 appeared. Acceptance of these articles would allow (after the granting of a special permit) child care facilities in all but industrial zones of the town. Mr. Cronin advised the committee that Kinder Care, a nation wide infant and child care provider, was interested in a Main Street location. Mr. Nordberg suggested several changes in the wording of Article 18 in preparation of the motion, which Mr. Cronin agreed to. The committee then proceeded to take action on the following articles: Article 4: On motion of Nils Nordberg and seconded by George Theophanis, it was voted to recommend Article 4. Motion carried by a vote of 4-0-0. Article 11: On motion of Nils Nordberg and seconded by George Theophanis, it was voted to recommend Article 11 by a vote of 4-0-0. -2- Article 12: Motion of Dolores Carroll, that negative by a vote of Articles 13, 14, 17 a: Article 15: On motion George Theophanis, it vote of 4-0-0. Article 16: On motion Nils Nordberg, it was of 4-0-0.
