George Theophanis 9 Phil Pacino Others present: Robert Parker, Atty 724 Meeting called to order in the Chairmen Pro-ten. George Theopha Nils Brad Dmpl, 7is Nor dberg, Dolores Carroll and Lathan and Dean Dolben Dyee's Louge of 'own Hall by minutes ,146 were approved by a vote of 3-0 as corrected Minutes #148 were approved by a vote of 3-0 as corrected George Theophanis reported on the GPDG hearing held the previous night. During the hearing the GPDG discussed.Ar°ticle 13.and lt;,,, During the discussion of Article 13 the issues raised were property values, return to the Town on the develop men-t of Rear Hill, the cost of acquiring Lot 50 for access to the Bear Hill and other access issues. The C.PDG voted 4-0-1 in favor of recommending Article 13® Article 14 covered many of -the same issues as Article: 13- The CPDC voted 5-0 in favor of recommending Article 14. Nils Nordberg reported on the Selectmen's meeting also held the previous night. The meeting dealt with the issues raised by Art i cl.- e 13 and 14. The committee then held a brief d a.s&lssioh on., its, role on zoning ,..,,bylaw changes. After discussion of the mer=its of Article 13, the committee on a motion of George Theophanis and seconded by Dolores Carroll voted that the Bylaw Committee would move-to table Article 13 by a vote of 2-0-2. This would allow the piAr°pose of the article to be returned to the Board of Selectmen and the C,PDGso they could work toward resolving several issues that were presently dangling. The `commiit-tep,then voted by a vote of 4-0 a motion of Phil. Pacino seconded by mils Nordberg:that the Bylaw Committee would o-ier an instructional motion to Town Meeting.requesting that the Board of Selectmen resolve to the general satisfaction of all the issue of access to the Bear Hill property and that the siting of the PHD on Bear Hill be done so as to min.inize any negative effect to the su :ounding neighbor hoodo This instructional motion is to be made only if the Town Meeting voted to table Article 13 pending further work by the Board of Selectmen and the CPDG on the article The committee then discussed Article 17 and 18'. The C.PDC will not recommend -these articles since the guidelines a g"specif i c enough. The Bylaw committee agreed with this assessmen t* Or, a motion of Phil Pacino and Seconded by Dolores Carroll the comm ittee vo ted 4-0 not to recommend Article 17, Cn' a motion of Phil Pacino and seconded. by Dolores Carroll the committee voted 4-0 not to recommend Article M Attorney Latham asked that Article 20 of the Annual Town Meeting be discussed. He noted several concerns he had with the process used by the Board of Selectmen to decide on this article.
