HomeMy WebLinkAbout1989-05-15 Bylaw Committee MinutesBylaw Committee Minutes #154 May 15 , 1,989 Members presents Ed Murphy, Nils Nordberg, George Theophanis, Dolores Carroll and Phil Pacino 7x27 Chairman Murpphy called the meeting to order in Room 127 of the High School. Minutes #152 were approved by a vote of 4-0 The committee on a motion of George Theophanis and seconded by Phil Pacino voted to reconsider Article 13 of the Special Town Meeting by a vote of 4-0. The committee then discussed the merits of the Article, which established a PRD on the Bear Hill site. After discussion the committee on a motion of George Theophanis and seconded by Phil Pacino voted that the Bylaw Committee would move to table the article by a vote of 4-0o 7:40 Meeting adjourned until May 24, 1989 at 7130 Sincerely, Philip Be Pacino, Clerk 1.7 Definitions 1.7.1 Inhabitant: One who has established permanent residence in the Town. 1.7.2 Charter: Reading Home Rule Charter adopted March 24, 1986 and any amendments thereto made through any of the methods provided under article LXXXIX of the amendments to the state constitution. 1.7.3 Bylaws: Any articles, sections, subsections or paragraphs of these general and zoning bylaws of the Town and any amendments thereto. 1.7.4 Precinct: The areas into which the Town is divided for the purpose of conducting elections. 1.7.5 Motion: A formal proposal by a member, in a meeting, that the assembly take certain action. 1.7.6 Town Officer: An elected or appointed person who, in the performance of his duties of office, exercises some portion of the sovereign power of the Town whether great or small. 1.7.7 Warrant: A list of articles to be presented for Town Meeting consideration with each article describing and establishing the scope of business to be considered under such article. 1.7.8 Public: When applied to any area, way or property shall mean that which is owned or leased by the Town. 1.7.9 Private: When applied to any area, way or property shall mean that which is owned or leased by other than a governmental entity. 1.7.10 Official Body: Any Town officer, board, committee, commission, council or authority authorized by the charter or by bylaw. 1.7.11 He, Him, Himself: Wherever in these Bylaws the word "he" appears, this shall also mean "she," "his" shall mean "her" and "himself" shall also mean "herself. "
