HomeMy WebLinkAbout1989-08-30 Bylaw Committee MinutesBylaw Committee Minutes #159 August 30, 1989 Members present: Ed Murphy, Nils Nordberg, Dolores Carroll and Phil Pacino Guests present: Peter Heckenbleikner, Town Manager 7:31 Meeting called to order in the Meeting Room of the Library by Chairman Murphy. Minutes 9158 were approved by a vote of 3-0-1 The Town Manager reviewed with the committee articles 5 thru 11 of the September 14, 1989 Special Town Meeting. Each article was present by the. Town Manager and questions were answered by him on each article. The Town Manager after his presentation exited the meeting. On a motion of Nils Nordberg and seconded by Phil Pacino the committee voted 4-0 to approve Article 5 as worded on the attached page to these minutes. On a motion of Nils Nordberg and seconded by Phil Pacino the committee voted 4-0 to approve Article 6 with the following changes: The line reading "Gasoline Licenses" was changed to "Gasoline". The word "licenses" was added after the word "removal" and after the'word "installation"'in the 2nd and next to bottom lines of the article. In the bottom line the word "permit" was changed to "registration fee". On a motion of Nils Nordberg and seconded by Phil Pacino the committee voted 4-0 to approve Article 7 with the condition the proposed language become the 1st sentence of Section 5 in Article XXII and the second sentence as now appears in Section 5 remain the second sentence in the proposed change. On a motion of Nils Nordberg and seconded by Phil Pacino the committee voted 4-0 to approve Article 8 as worded on the attached page to these minutes. On a motion of Nils Nordberg and seconded by Phil Pacino the committee voted 4-0 to approve Article 9 with the addition of the wording "of filing" after the word "extension" in subsection f and the phase at the end beginning with Note be excluded from the article. On a motion of Phil Pacino and seconded by Nils Nordberg the committee voted 4-0 to not recommend Article 10.. The committee stated its reasons for not re.ccommending were possible adverse effects of placing liens: on property 'from small unpaid amounts and the.fact that in order to impliment a trash collection fee the committee felt some-restriction and guidelines on what can be put out as trash were needed. On a motion of Phil Pacino and seconded by Nils Nordberg the committee voted 4-0 to not recommend Article 11. 10:35. Meeting adjourned until September 6, 1989 at 7:3.0 Sincerely, Phil Pacing o`o,"ererk Article 5 Section 1 The building code of the Commonwealth of Massachusetts shall be the Building Code of the Town of Reading. Section 2 The fees, pursuant to the applicable provisions of the Building Code of the Town of Reading,for permits to begin work for new construction, alteration, removal, demolition or other building operation shall be computed as follows: Building Permits New Construction[including Additions, Alterations, and Repairs] Residential- $8.00 per $1000 of valuation [Minimum $25.00 Fee) Commercial- $8.00 per $1000 of valuation (Minimum $50.00 Fee) Permit Renewal- $25.00/yr. Residential $50.00/yr. Commercial Certification of Inspection- $50.00/yr Signs- $5.00 per $1000 of valuation (Minimum $25.00 Fee) Electrical Permits Residential: New House Additions/ Renovations: First 1-10 outlets Each additional outlet Fixed appliances Service change of alterations Sub panels, each Commercial: Condominiums or Apartments per unit Additions/ Renovations First 1-10 outlets Each add. outlet Fixed appliances Service changes or alterations: 1 phase 3 phase Sub panel Miscellanoeus: Alarms. Central AC-Residential Central AC-Commercial Swimming Pools Temporary Service Special Equipment Commercial Pre-Securing Service General Fees $100.00 $10.00 1.00 5.00 20.00 10.00 $100.00 $10.00 1.00 5.00 $25.00 50.00 15.00 $25.00 25.00 50.00 50.00 25.00 10.00 10.00 $25.00 Lost Permit $25.00 Late Filing Fee (per five(5) working days) $25.00 Section 3 Rules regarding permit fees a) Permit fees are payable at the time of application and are non-refundable. b) Valuation shall be the estimated cost of construction as determined by the Inspector of Buildings. c) Town, County, State or Federal buildings are exempt from fees. d) For any activity commenced without a permit, fees shall be double those scheduled. e) If re-inspection is necessary because of violation or work is not ready on a requested inspection, permit holder shall pay an additional reinspection fee in advance per occurence. Article 8 Dog License Fees The fee for every dog license shall be: Five dollars ($5.00) for every altered male or every spayed female dog Ten dollars ($10.00) for every unalter male or unspayed female dog All fees for a dog not fully licensed as required by law shall be increased by Five Dollars ($5.00) on the first day ofel March and by an additional one dollar ($1.00) on the first day of each suceeding month. In addition to all other sums due and owing for any license fee hereunder, a person who applies for a license for a dog shall be obligated to pay all prior amounts of license fees determined by the Town Clerk to be due and owing pursuant to this schedule for past periods in which said person was obligated to obtain a license for said dog.
