September 27, 1989
Members present: Ed Murphy, George Theophanis, Nils Nordberg and Dolores Carroll.
Continuation of minutes taken by Chairman Ed Murphy.
Following discussion with Moderator Paul Dustin, the committee began reviewing the Warrant for the
November 13, 1989 Subsequent Town Meeting.
Article 4: On motion of George Theophanis, seconded by Nils Nordberg, the committee recommended
Article 4 (Recodification) by a vote of 4-".
Article 5: The committee agreed to Ted Cohen's recommendation to amend the old bylaws, then bring
up the recodification without any substantive changes, and then as a separate article, the changes_ hat
passed, which would include the substantive changes in the recodification.

On motion of Nils Nordberg, seconded by George Theophanis, the committee agr~ed4hat the 1st paragraph
be changed so that -becomes,, 4.5.10; thaf '4.5.10.1" be inserted
before the words "Building Permits,"` 4.5.10.27before the words "Electrical Permits" and`4.5.10.3 before
the words "General Fees. "Section 2" would then become 4.5.10.4:
On motion of Nils Nordberg, seconded by George Theophanis, the committee agreed to insert the words
"the first sentence of" before the words "Section 5.6.7" of the 3rd paragraph of Article 5.
On motion of Nils Nordberg, seconded by George Theophanis, the committee agreed to change the period
to a comma after the word "Warrant" at the end of the 4th paragraph of Article 5. The amendment in
the motion under Article 9 of the Special Town Meeting Warrant would be changed from "a. through j."
to 5.7.4.1 through 5.7.4.10.
Article 5: On motion of George Theophanis, seconded by Nils Nordberg, the committee voted to accept
Article 5, as changed, by a vote of 4-0-0.
Article 6: On motion of George Theophanis, seconded by Nils Nordberg, the committee voted in favor
of Article 6 by a vote of `4-0-0.
Article 7b: Following a discussion of the reconsideration process, on motion of George Theophanis,
seconded by Nils Nordberg, Article 7b was indefinitely postponed with the recommendation that action
under Robert's Rules be taken, whereby the moderator can take to consideration by seriatim to resolve
the issue of reconsidering the budget line items. , Motion carried by a vote of 4-0-0.

Article 10: On motion of Nils Nordberg, seconded by Dolores Carroll, the committee voted to
recommend Article 10 by a vote of 4-0-0.
Nils suggested the following changes be made in the recodification of the bylaws:
In section 3.5.1, delete the words "it be the duty of" and move the word "shall" after the word
"committee" and delete the word "to" after the word "committee" so that it reads as follows:
"The Bylaw Committee shall report to the Town Meeting........."
In section 3.3.2, delete the words "it be the duty of" and move the word "shall" after the word
"Clerk," so that it reads as follows:
"The Town Clerk shall see that every conveyance
10:40 p.m. Meeting adjourned until Wednesday, October 4, 1989, in the small meeting room of the
Reading Public Library.
