Guest present: Gerry Fiore 7:36 Meeting called to order in the Board Room of the Reading Municipal Light Department. Gerry Fiore reviewed with the committee the Charter Commission logic behind Article 3-6 of the Charter. The article deals with the responsibilities of the Assessors. After discussion the committee voted 4-0-1 to recommend Article 36 with the wording "may appoint property appraisers" in place of the wording "may appoint such assistants". The motion was made by Phil Pacing and seconded by Dolores Carroll. The issue of adequate clerical help for the Assessing department was agreed to be referred to the Board of Selectmen. The Chairman reported that Ted Cohen had relayed to him the opinion that the recodification of the Bylaws presented under Article 4 was not subject to the 4 month notice period called for in the Charter and thus acceptance of Article 4 will not impair the Bylaws. On a motion of Nils Nordberg and seconded by George Theophanis the committee voted to reconsider Article 5. On a motion of Nils Nordberg and seconded by George Theophanis the committee voted 5-0 to recommend Article 5 with the change that the second paragraph read as part of the first paragraph. On a motion of Nils Nordberg and seconded by George Theophanis the committee voted 5-0 to take Article 8 from the table. On a motion of Nils Nordberg and seconded by Phil Pacino the committee voted 4-1 to recommend Article 8. The Chairman reported on questions the committee had on Articles 21, 22 and 23. On a motion of Nils Nordberg and seconded by Phil Pacino the committee voted 5-0 to recommend Article 21. On a motion of Phil Pacino and seconded by George Theophanis the committee voted 5-0 to recommend Article 22. On a motion of Dolores Carroll and seconded by Nils Nordberg the committee voted 4-1 to recommend Article 23. On a motion of Phil Pacino and seconded by Nils Nordberg the committee voted 5-0 to recommend Article 24. On a motion of Nils Nordberg and seconded by Phil Pacino the committee voted 5-0 to recommend Article 25. On a motion of Nils Nordberg and seconded by Dolores Carroll the committee voted 4-0-1 to recommend Article 26. On a motion of Phil Pacino and seconded by Nils Nordberg the committee voted 5-0 to recommend Article 32. On a motion of Phil Pacino and seconded by Dolores Carroll the committee voted to table Article 35 by a vote of 5-0. The committee reviewed a note from Peter Hechenbleikner on the recodified bylaws. The committee agreed to review these comments as part of the public hearing on the codified bylaws.
