-Members present: Ed Murphy, George Theophanis, Phil Pacing and Dolores Carroll.
7:35 Chairman Murphy called the meeting to order in the Public Meeting Room of Town Hall.
Meeting began with a review, of the "Report' of the ByLaw Committee" which was prepared by
George Theophanis, to be included in the Town's Annual Report. On motion of Dolores Carroll,
seconded by George Theophanis-, the Report was' accepted, as amended, by a vote of 3-0-0.
The following amendments `to the General Bylaws from the Special Town Meeting'of September 14,
1989, were; approved by the Attorney General's office:
Article 5 - Building Code Schedule of Permit Fees
Article 6 - Gasoline Licenses
Article 7 -Dog Leash Law.
Article 9 - Wetlands Protection
Minutes reviewed and voted on as follows:
No. 164 On motion of George Theophanis, seconded by Dolores Carroll, minutes #164 were
accepted, as amended; by a vote of 3-0-0.
No. 165 .On motion of Dolores Carroll, seconded by George, Theophanis, minutes #165 were
accepted, as amended, by a vote of 3-0-0.
No. 166; On motion of George Theophanis, seconded by Phil Pacino, minutes #166 were
accepted, as amended, by a vote of 3-0-0.
No. 167 On motion of Dolores Carroll, seconded by Phil Pacino, minutes # 167 were accepted
by a. vote of 3-0-0.
Method of printing'the General Bylaws was discussed, and all agreed that a loose leaf binder format
would be the most practical' as it would enable the addition of inserts.
Chairman Murphy suggested inviting Moderator Paul Dustin to our next meeting to address the
quorum problem at Town Meetings.
George Theophanis, a member of the Rules Committee, reported that to help alleviate this problem his
committee recommended starting the Annual Town Meeting promptly at, 7:30 p.m., followed by
adjournment at 8;00 p.m.; -to enable Town MeetingMembers to attend their Precinct Meetings. At
this time, a quorum should be present.
Chairman Murphy distributed a list of probable articles for the upcoming Annual Town Meeting,
which Town Manager Peter Hechenbleikner had left for the Committee to review.
At our next meeting Chairman Murphy would like the Committee to address issues which Peter had
previously left for our comments.

George Theophanis presented the Committee with a warrant article he had prepared for the Annual
Town Meeting entitled "Land Use Committee." In the process of reviewing this article, a question
was raised as to the expiration date of said Committee. In referencing our Bylaws, it was discovered
that the expiration dates for the Finance Committee and Bylaw Committee had been omitted from the
recodification. Amendments will have to be placed on a future warrant for correction.
8:48 p.m. Meeting adjourned. Next meeting to be held on Wednesday, February 21, 1990.
