HomeMy WebLinkAbout1990-04-18 Bylaw Committee MinutesBYLAW COMMITTEE MINUTES #173 April 18, 1990 Members present: Ed Murphy, George Theophanis, Nils Nordberg, Dolores Carroll and Phil Pacino. Guests present: Bob Lynch, John Fallon and Joe Giordano, Recreation Director. 7:31 Meeting called to order in the conference room of the Town Hall. Bob Lynch stated his interest and his intent in proposing Article 23. The committee discussed the problems of implementing this possible bylaw. It was felt that it would hinder the setting of some fees on a timely basis. The committee felt it would also be cumbersome for Town Meeting members to act on. The definition of "broad base" and a dollar limit was discussed as a way of alleviating the above problems. Bob Lynch stated that his intent was to have Town Meeting vote on all fees and thus make all boards that set fees accountable to Town Meeting. The committee agreed that this purpose could be accomplished if all the fees were dealt with in a manner similar to the annual budget. The committee on a motion of Nils Nordberg and seconded by Phil Pacino voted to reconsider Article 23 by a vote of 5-0. On a motion of Nils Nordberg and seconded by Dolores Carroll the committee voted to recommend Article 23 by a vote of 4-1. The committee then reviewed Article 4 of the Special Town Meeting with the Recreation Committee. John Fallon and Joe Giordano presented the purpose and intent of the Article. After discussion on a motion of Nils Nordberg and seconded by George Theophanis the committee voted to recommend Article 4 by a vote of 4-0-1. 9:05 Meeting adjourned until June 13, 1990 at 7:30.
