Members present: Ed Murphy, George Theophanis, Dolores Carroll and Phil
Pacino.
Guest present: Paul Dustin, Ben Nichols, Dick Howard, Jonathan Barnes,
Bill Brown, Ted Smethhurst, Nancy Smethhurst, Catherine Quimby and
George Hines.
7:35 Meeting called to order in the conference room of Town Hall.
Minutes #174 were approved by a vote of 4-0.
George Theophanis outlined the purpose of the proposed bylaw
that would create a new c committee of Town Meeting called the "Land
Use Committee". He stated its purpose would be to study and report its
recommendations to Town Meeting on articles dealing with certain land
issues. It was felt that Town Meeting was not being fully informed on
certain issues dealing with proposed land use* articles and thus was not
making fully informed decisions on the articles. The purpose of the new
committee was to help ally this problem.
The committee with its guests then launched into an extensive
discussion on the proposed bylaw. Main areas of concern raised were
that the committee overlapped some of the responsibilities of the CPDC,
the question of what land the proposed committee would have jurisdiction
over and that the committee just added another layer to the process for
a proponent and thus made the process too long and cumbersome for the
proponent. Other areas of concern were what information , particularly
executive sessions matters, that the committee would have available to
it and what jurisdiction it had on zoning issues. Positives discussed
were that the committee would be informative to the decision process of
Town Meeting, that the committee would foster of sense that the issue
dealt with in the article has been looked into properly and serve as a
means of ironing out issues dealing with land uses before they get to
Town Meeting.
After discussion the committee agreed to allow all boards and
committees to think about the purpose and intent of the proposed bylaw
and to have all boards and committees give additional input on the
matter at its next meeting.
The committee then reorganized for the coming year. After
discussion the committee elected its officer as follows:
