HomeMy WebLinkAbout1990-09-05 Bylaw Committee MinutesBYLAW COMMITTEE MINUTES #177 September 5, 1990 7:35 p.m. Chairman Pacino called the meeting to order in the Conference Room of Town Hall. Members present: Ed Murphy, Phil Pacino and Dolores Carroll. Guests present: Town Treasurer/Collector Beth Klepeis and Town Manager Peter Hechenbleikner. Minutes #176 were read and accepted by a vote of 3-0-1. Chairman Pacino acknowledged receipt of Bylaw Committee member Nils Nordberg's resignation. Appointed to replace him is former Selectman Jack Russell. He also reported receiving letters from: • Thomas Stohlman, writing as a Town Meeting Member, suggesting an Oversight Committee instead of a Land Use Committee, to report on any article not being considered by the Finance Committee or Bylaw Committee. • CPDC recommending that a Land Use Committee not be formed at this time. Peter and Beth advised the committee of the following: • Negotiations are still underway between the bargaining committees relative to the Town's health insurance program which must be implemented by October 1, 1990.. • Approval of Article 4 of the Special Town Meeting will allow the Town to contribute a higher percentage of the health insurance premiums for its employees. • John Hancock, the chosen carrier, will pay medical claims and be reimbursed on a weekly basis. • Since the Town will be self-insured, approval of Article 5 will allow $500,000 to be appropriated to establish an Insurance Trust Fund, into which the employees' and the Town's medical contributions would be deposited. • If claims are kept to a minimum, money accrued in this fund would eventually be shared by employees to help lower premiums. Committee did not take any action on Article 5, although generally in favor of its concept. Next meeting to be held at 7:00 p.m. on September 13, prior to Special Town Meeting, at Reading Memorial High School. At our next regularly scheduled meeting on September 19, we will focus on the Land Use Committee article and the instructional motion to change the dates of Town Meeting.
