Members present: Ed Murphy, George Theophanis, Jack Russell and Dolores Carroll. The committee reviewed and accepted the minutes of Meeting 182 by a vote of 3-0-1. Accepted Bylaw Committee Report, prepared by George Theophanis, to be included in the Annual Report. Town Manager Peter Hechenbleikner joined the meeting to review bylaw changes which may be coming up prior to Spring or Fall Town Meeting. Issues addressed: • Donations to non-profit organizations. • Potential changes to the Plan of Organization - merging business functions for the school department and combining building maintenance of school and Town government as a cost saving measure. Timing of Town Meeting - starting the Annual Town Meeting two weeks later, which would allow extra time for the budget process. Future considerations: • Seek special legislation to permit a summary to follow a referendum question on the ballot. • Sign bylaw is presently being evaluated, with a major concern being political signs. • Potential for this Spring is the Zoning Officer, who would be appointed by the Town Manager. Due to the present economy, George Theophanis questioned Peter as to whether the Town was doing anything to ease the real estate development process. Peter's feeling is that although our fees are low in comparison to other towns, we must abide by stated and town regulations. Fee booklet encompassing all Town fees, is presently being put together.
