HomeMy WebLinkAbout1991-02-27 Bylaw Committee MinutesBYLAW COMMITTEE MINUTES #184 February 27, 1991 7:40 p.m. Meeting called to order in the meeting room of the Municipal Light Department by George Theophanis, who conducted the meeting until the arrival of Chairman Phil Pacino. Members present: Phil Pacino, Ed Murphy, George Theophanis, Jack Russell and Dolores Carroll. The committee reviewed and accepted, as amended, the minutes of Meeting #183 by a vote of 4-0. William Brown, a Town Meeting Member and petitioner of Article 22, was present to discuss his intent, which is to ensure that Town Meeting business not be conducted without a quorum. Discussion ensued with the majority agreeing that lateness has always been a problem, which has yet to be resolved and that mandating the moderator to call for a quorum on a timely basis would only prolong the meeting. George Theophanis suggested the motion be reworded to include the following: "A quorum count shall be made by the Moderator 15 minutes after the posted time to begin the meeting and approximately every succeeding hour. Failing a quorum, Town Meeting shall stand adjourned." On motion of George Theophanis, seconded by Jack Russell, the Committee voted not to recommend Article 22 by a vote of 4-01 (Phil Pacino voting in the minority). J-0 Town Manager Peter Hechenbleikner, Town Council Ted Cohen and a member from the CPDC and Conversation Commission will be invited to our next meeting to discus'Articles 19, 16, 13, 12 and 11. Next meeting will be held on Thursday, March 14, 1991 at 7:30 p.m., with a potential meeting on March 20, 1991. The meeting was adjourned at 9.20 p.m. Respectfully submitted, ~e. Dolores S. Carroll
