HomeMy WebLinkAbout1991-03-14 Bylaw Committee MinutesBYLAW COMMITTEE MINUTES #185 March 14, 1991 7:45 p.m. Meeting called to order by Acting Chairman Ed Murphy, in the Selectmen' Meeting Room of Town Hall. Members present: Ed Murphy, George Theophanis, Jack Russell and Dolores Carroll. The committee reviewed and accepted, as amended, the minutes of Meeting #184 by a vote of 4-0. Present to review various articles of the Annual Warrant, with the Committee, was Town Manager Peter Hechenbleikner. First article under discussion was Article 11, calling for the appointment of a Zoning Enforcement Officer. Several reasons for Peter favoring endorsement of this article are: flexibility for coverage during illness and vacations possibility of regionalizing in the future, which could mean less hours with full- time coverage Discussion followed with the committee making recommendations for substitutions and additions to the motion; however, postponed voting until further clarification is made by Town Counsel Ted Cohen. Peter proceeded to review Articles 12, 13, 16 and 19 with the committee. He explained that acceptance of Article 13 would permit the installation of the enhanced 911 emergency phone service gratis to the Town. George Theophanis raised the question of a Tuesday Town election (Article 16) conflicting with a state law, with Peter assuring that it did not. Further, that beginning Town Meeting two weeks later would allow additional time for the budget process. Members were concerned with wording in Article 19 permitting entrance into a home by any enforcing person or his designee or agent. Town Counsel Ted Cohen will be invited to our next meeting to reword and clarify portions of this article. Next meeting will be held on Wednesday, March 20, 1991 at 7:30 p.m. The meeting was adjourned at 9.40 p.m. Respectfully submitted, Dolores S. Carroll
