7:40 p.m. Meeting called to order in the Berger Room of Town Hall.
Members present: George Theophanis, Phil Pacino, Ed Murphy and
Dolores Carroll

Following the reading of Minutes #194, on motion of Ed Murphy,
seconded by Dolores Carroll, the minutes were accepted by a vote
of 3-0-1.
Mr. Ben Nichols, Town Meeting Member and member of the Land Bank
Committee, was present to address items for consideration with
the Committee.
One of his concerns was evidence recently found in the woods,
seemingly used for the capture of animals. In order to prevent
injury to residents and the possible death or injury to animals,
Mr. Nichols proposed adding the words "Compound Bow and Arrows"
to Section 5.5.1 (Firearms) of the General Bylaws.
He also urged that the wording of warrant articles be consistent
with the motions and that motions be available to members prior to
Town Meeting. George Theophanis and Jack Russell explained
that since motions are sometimes changed at the last minute,
flexibility must be possible.
Following further discussion, a suggestion was made for Mr.
Nichols to bring his concerns before the Selectmen for review
and decision as to whether any of the issues should be placed
on the Annual Town Meeting Warrant.
Town Manager Peter Hechenbleikner's memo of December 11, 1991
was reviewed,with a recommendation made to invite him to our
next meeting on February 12, 1992 to address his concerns.
George Theophanis will prepare the Bylaw Committee's Report
for inclusion in the 1991 Annual Town Report.
