HomeMy WebLinkAbout1992-03-04 Bylaw Committee MinutesBYLAW COMMITTEE MINUTES #196 March 4, 1992 7:35 p.m. Meeting called to order in the Employees's Lounge of Town Hall. Members present: George Theophanis, Phil Pacino, Ed Murphy, Jack Russell and Dolores Carroll. Guests present: Thomas Markham, Jr., Superintendent-Director of Northeast Metropolitan Regional Vocational School, John Pacino, Treasurer of the School Committee of the Vocational School, Jonathan Edwards, Town Planner and Nancy Snipes, Chairwoman of the CPDC. First order of business was a discussion of Articles 6 and 7 of the Annual Town Warrant. Mr. Markham explained that the proposed amendment under Article 6 would enable the School Committee to comply with the United States Court of Appeals decision affirming the one person--one vote principle of the Constitution. The School Committee voted to elect members town-wide, allowing voters to vote for one candidate from each city and town. Mr. Pacino explained that although other options were available, the Committee found this to be the most acceptable. Reconim.endati.on of Article 7 would permit the budget calendar of t1he Vocational Agreement to be consistent with the fiscal year cycle, instead of the yearly cycle. Jonathan Edwards and Nancy Snipes join fed the Committee to explain proposed amendments to the Zoning Bylaws. Recomnriendation of Article 12 would allow a PUD extension to a portion of the industrial area off Ash Street, which would permit Fraen Corporation to redevelop buildings; adding to the Town's tax base. Article 13 would amend the Zoning Map to show this PUD extension. Minutes of Meeting #195 were read and accepted, as amended, by a vote of 5-0. Next meeting to be held on Wednesday, March 11, 1992.
