HomeMy WebLinkAbout1992-03-11 Bylaw Committee MinutesBYLAW COMMITTEE MINUTES #197 March 11, 1992 7:45 p.m. Meeting called to order in the Employees' Lounge of Town Hall. Members present: Phil Pacino, George Theophanis, Ed Murphy, Jack Russell and Dolores Carroll. Guest present: Town Manager Peter Hechenbleikner joined the Committee to review various warrant articles for the Annual Town Meeting. First reviewed was Article 4 which would allow the maximum gross receipts for property tax deferrals to be raised from $20,000 to $40,000. Total deferrals cannot exceed 500 of the value of the property and would be paid to the Town upon the death of the owner or sale of the property. Under Article 8 a committee would be formed to study capital improvements and recommend a budget to Town Meeting for capital expenditures for the next five years. As a former Finance Committee member, Phil felt that responsibility should remain with the FinCom, even though Peter feels that preparation of the annual budget gives them a considerable amount of work. Recommendation of Article 9 would move the closing of the warrant for the Subsequent Town Meting up one week, with a few except ions-~,L(I-t would allow -a 9-it-icnal time for CPDC to hold their hearings and could eliminate the need for Special Town Meetings. Peter continued with proposed changes to the organizational chart under Article 26; i.e., Health/Weights will be added to Human Services, Arts Council will be added to the Library, Insurance will be included in General Services, etc. Minutes of Meeting #196 were read and accepted as corrected. The Committee then proceeded to discuss and vote on the following articles: Article 4: On motion of Jack Russell, seconded by Ed Murphy, the Committee voted to recommend Article 4 by a vote of 5-0. Article 6: On motion of Jack Russell, seconded by Ed Murphy, the Committee voted NOT to recommend Article 6 by a vote of 4-0-1. Article 7: On motion of Jack:Russell, seconded by Dolores Carroll, the Committee voted to recommend Article 7 by a vote of 5-0. Article 9: On motion of Ed Murphy, seconded by Dolores Carroll, the Committee voted to recommend Article 9 by a vote of 5-0.
