HomeMy WebLinkAbout1992-04-08 Bylaw Committee MinutesBYLAW COMMITTEE MINUTES #199 April 8, 1992 7:45 p.m. Meeting called to order in the parking lot of the Municipal Light Department as the Committee was unable to gain access to the building. Members then proceeded to the Conference Room to continue the meeting once the building was unlocked. Members present: Jack Russell, George Theophanis, Dolores Carroll and Ed Murphy, serving as acting Chairman. Phil Pacino asked Ed to convey a conversation he had with the FinCom who voted 6-0 NOT to recommend Article 8. They felt there would be a potential conflict between the FinCom and the Capital Improvement Advisory Committee and that a subcommittee of the FinCom be established rather than a separate standing committee. George moved that we make an instructional motion to the FinCom to form a Capital Improvement Subcommittee to report to FinCom on the Town's capital improvement program and all warrant articles relating to capital expenditures. On motion of George Theophanis, seconded by Jack Russell, the Committee voted 4-0 NOT to recommend Article 8. Discussion then turned to Article 10 with the Committee agreeing that there are many nuances which are unclear, and we do not want to give up Town Meeting's perogative when the pay back is undefined. On motion of Dolores Carroll, seconded by George Theophanis, the Committee voted 4-0 NOT to recommend Article 10. After reviewing Article 2 of the Special Town Meeting Warrant, the Committee felt that since the Early Retirement Bill has yet to pass, on motion of George Theophanis, seconded by Jack Russell, it was voted 4-0 NOT to recommend Article 2 as of April 8. Minutes of Meeting #198 were read and accepted, as corrected, by a vote of 3-0, with one abstention. 9:20 p.m. Meeting adjourned. Respectfully submitted, Dolores S. Carroll
