October 21, 1992
7:45 p.m. Meeting called to order in the Employees'wLo pge_of
Town Hall.
Members present: Chairman pro..tem:_Ed Murphy, George Theophanis,
Jack Russell and Dolores Carroll.
Guests present: Conservation Administrator Donald Nadeau and
Conservation Commission Chairman John Biller.
Following the reading of Minutes #204, on motion of Jack Russell,
seconded by Ed Murphy, the minutes were accepted by a vote of 4-0-0.
Article 33-:. Donald Nadeau explained that acceptance of the amend-
ment to Section 5.7 of the General Bylaws would reinstate enforcement
powers, previously relinquished by the General Court, back to the
Conservation Commission.
On motion of George Theophanis, seconded by Dolores Carroll, Article
33 was recommended by a vote of 4-0.
Article 34: On motion of George Theophanis, seconded by Jack Russell,
Article 34 was recommended by a vote of 4-0.
Article 11: The Committee agreed to postpone their recommendation
until such time as information on the enterprise fund is available,
along with a copy of the general law referred to.
The majority of the Zoning Bylaw amendments were found to be very
perplexing, and as a result, the Committee postponed their recommend-
ations until Town Planner Jonathan Edwards is available to resolve
our dilemma.
Under Article 25 George Theophanis suggested several revisions to
unify Section 6.2.1 of the Zoning Bylaws. Amend Section 6.2.1.1
by deleting the word "permanent" in the first line and the phrase
"signs or banners or temporary or permanent" in the second. Amend
Section 6.2.1.2 by adding the phrase "and banners" following the
woreLy"signs" in the second line. Amend Section 6.2.1.3 by adding
the phrase "and banners" following the word "signs" in line 1,
and il: the third- paragraph, second line, adding the word "prices"
after tPie word "sales"
Following a review of the junk car bylaw, the Committee agreed to
postpone action until Town Manager Peter Hechenbieikner or Town
Counsel Ted Cohen were available.
Meetings tentatively scheduled for October 26, 27 and 28.
