October 28, 1992
7:30 p.m. Meeting called to order in the Berger Room of~ hewn Tall.
Members present: Phil Pacino, Ed Murphy, George Theophanis,
Jack Russell and Dolores Carroll.
Following the reading of Minutes #205, on motion of Ed Murphy,
seconded by Dolores Carroll, the minutes were accepted by a vote
of 4-0-1.
Joining the Committee to review various articles of the Subsequent
Town Meeting were CPDC Chairman Jonathan Barnes, CPDC member
William Goodrich, Town Planner Jonathan Edwards and Treasurer-
Collector Beth Klepeis.
Jonathan Barnes explained that Article 23 would allow developers
to obtain the maximum density in land already at a premium. To
make the amendment to Section 2.2.13 less restrictive, George
proposed adding the phrase "such access having been defined as
having a minimum depth of twenty (20) feet" after the word
"vehicles".
Jonathan Edwards urged support of Article 24 which would amend
PUD regulations to permit biotech companies. George expressed
his concerns regarding safety regulations and proposed that the
companies be licensed by the Board of Health, replacing the
word "are" with "may be" in the second line of #5 and adding "The
cost of such training may be born by the developer" as the last
sentence of 7 (d) .
The meeting with CPDC was temporarily suspended to permit
Beth Klepeis the opportunity to explain that Article 35 would
establish an Audit Committee, previously in place, but never
formalized.
Article 35: On motion of Jack Russell, seconded by George Theophanis,.
the Committee voted to recommend this article by a vote of 5-0.
The amendment under Article 25 would permit temporary signs for
area businesses. With CPDC agreeing to include the phrase "and
banners" to Sections 6.2.1.2 and 6.2.1.3, on motion of Jack
Russell, seconded by Ed Murphy, the Committee voted to recommend
Article 25 by a vote of 5-0.
Article 28 would amend the Zoning Regulations for corner lots only.
The Committee agreed to postpone action on this article.
Under Article 26 amendments to the PRD regulations would permit
cluster zoning in all residential areas. Action was deferred on
this article also.
Article 27: Action pending.
Article 29: On motion of George Theophanis,seconded by Jack
Russell, the Committee voted to recommend this article by a
vote of 5-0.
