700 p.m. Meeting called to order in the Conference Room of the
Municipal Light Department.
Members present: Phil Pacino, Jack Russell, Dolores Carroll, Ed
Murphy and George Theophanis.
Guests present: Town Clerk Cathy Quimby, with Jonathan Edwards and
Nancy Shipes representing CPDC.
Chairman Pacino reported on his recent attendance at a strategy
session sponsored by the Town for chairmen of boards, committees and
department heads, with the main focus on improving communication.
Cathy followed with a review of Article 8, explaining that its
adoption would bring it into compliance with G.L.c. 40, § 21D,
permitting fines for certain noncriminal violations to be paid
directly to the town instead of the court. George preferred delaying
action pending a review of the law, with Jack questioning the com-
parison between the old and new section. The Committee agreed.
Adoption of Article 9 would replace the phrase "enforcing person"
with "enforcing official" where applicable in the Bylaws. On motion
of George Theophanis, seconded by Dolores Carroll, Article 9 was
recommended by a vote of 5-0.
Cathy concluded with Article 10, amending Section 5.5.4.1 of the
General Bylaws, allowing Town Meeting's authorization for serving
liquor in public buildings. On motion of George Theophanis, seconded
by Phil Pacino, Article 10 was recommended by a vote of 5-0.
Action on Article 11 was postponed pending Article 10 becoming
effective as a bylaw.
Action pending on Article 7, awaiting Porter Hechenbleikner's
attendance at our next building.
Prior to CPDC's presentation, Minutes of Meeting #211 were read
and accepted by a vote-of 3-0-Al-
Representatives from CPDC, Jonathan Edwards and Nancy Shipes,
began addressing the various zoning issues on the warrant.
Under Article 12, a private lot would be added to the PRD zone
to allow access to the Bear Hill property. On motion of Jack
Russell, seconded by George Theophanis, Article 12 was recommended
by a vote of 5-0.
Article 13 amends the zoning map to include the property in
Article 12. On motion of Jack Russell, seconded by -P4-r1 t
7L~ ~ , Article 13 was recommended by a vote of 5-0.
Article 14 amends the zoning map to include property on Bay
State Road in the PRD-G district. On motion of Ed Murphy,
seconded by Jack Russell, Article 14 was recommended by a vote
of 5-0.
Adoption of Article 15 would amend the zoning map to include
a lot on Forest Street in the PRD-G district, permitting greater
protection than currently allowed. On motion of Jack Russell,
seconded by Dolores Carroll, Article 15 was recommended by a vote
of 5-0.
The proposed amendment under Article 16 resulted in a lengthy
discussion, with Nancy Shipes concluding that the basic
concepts would:
- create a more informative, directional, educational sign
instead of the "bells and whistles" currently displayed;
- improve visibility in the evening;
- provide consistency without legislating taste;
- have the Selectmen appoint a five member "Sign. Review Board"
to oversee the downtown area; and
- separate the Town into different areas for different signs.
George suggested amending some of the language, with Jack concluding
that the present Sign Bylaw needs improvement, and this proposed
bylaw accomplishes that goal. On motion of Jack Russell, seconded
by Ed Murphy, Article 16 was recommended by a vote of 5-0.
Our next meeting will be held on Wednesday, October 27, 1993 at
7:30 p.m.

meeting was adjourned.
