November 3, 1993
7:00 p.m. Meeting called to order in the Employees' Lounge
in Town Hall.
..Members present: Phil Pacino, Ed Murphy, George Theophaniz
and Dolores Carroll.
Guests present: Town Manager Peter Hechenbleikner,
Lt. Silva and several other membe,rs.,of the police
department.
As a result of an error`in the publication date of the
warrant for the Subsequent Town Meeting, Ted Cohen prepared
a,-motion allowing the Bylaw Committee's recommendations for
that meeting to prevail for the Special Town Meeting Warrant
of November 15. (see attached)
On motion on George Theophanis, seconded by Ed Murphy, the
motion was recommended by a vote of 4-0.
.Peter then reviewed Article 7 with the members, focusing on
the difficulties encountered in hiring quality officers
without the Quinn Bill and the advantages of being in the
competitive marketplace with the bill.
Not only does the state reimburse the Town. for half the cost
of the officers' education, the Town can eliminate the
program if the state defaults.
'onr=motion of Ed Murphy, seconded by Dolores Carroll, Article
7was recommended by a vote of 4-0.
Minutes of Meeting #212 were reviewed, and on motion of Ed
ltrphy, seconded by George Theophanis, the minutes were
accepted, as amended, by a vote of 4-0.
Phil informed the members that Articles 8 and 9 would be
ridefinitely postponed.
On motion of George Theophanis, seconded by Ed Murphy, the
0ommittee voted to indefinitely postpone Article 9 by a-vote
Af 4-0.
:Pending approval of Article 10 by the Attorney General's
Office, George Theophanis moved to recommend Article 11,
with Ed Murphy seconding. The motion carried by a vote of
4--D.
8:15 p.m. On motion of Ed Murphy, seconded by George
Theophanis, the meeting was adjourned to meet again on
January 12, 1994.

BY-LAW COMMITTEE MOTION
Move that the By-Law Committee adopts the written recommen--
dations made on all the Articles in the November 8, 1993 Subse-
quent Town Meeting Warrant as set forth in the Report on the.
Warrant, which has previously been made available to each Town
Meeting Member, as the By-Law Committee's written recommendations
on the identically numbered Articles in the November 15, 1993
Special Town Meeting Warrant.
