MINUTES - SEPTEMBER 1, 1987

Chairman Jarema opened the scheduled general business meeting at 7:40 PM
in the Selectmen's Meeting Room, 6 Lowell Street, Reading, MA. The Board
of Appeals began by reviewing contents of packages each member received
containing documents and correspondence relative to past decisions made by
the Board. After review and discussion, the Board proceeded on to the
next issue of business, approval of past minutes of board meetings.
After some discussion and the addition of one amendment, Catherine Quimby
moved to accept minutes of August 5, 1987 as amended, and the Board voted
unanimously on approval.
Catherine Quimby then moved to accept minutes of July 29, 1987 as
submitted. The Board unanimously voted its approval.
John Jarema moved to accept minutes of July 27, 1987 with the addition of
one amendment, and the Board voted unanimously to do so.
The final minutes approved were those of June 4, 1987 with the stipulation
that the three (3) letters referenced within the minutes be-made permanent
attachments. Catherine Quimby then moved, and the Board unanimously voted
its approval.
The next topic of discussion before the Board was that of reorganization.
John Jarema stated that the chair was open and asked if there were any
interested board members. Carol Scott inquired whether Chairman Jarema
was willing to continue in his present role. He stated he would be
willing, if requested by the Board, to serve one additional term. After
some discussion Stephen Tucker nominated John Jarema as Chairman, followed
by a nomination of Catherine Quimby as Chairman by Ardith Wieworka. A
paper ballot was taken resulting in a split decision 3:3. The discussion
then continued as Ardith Wieworka explained her opinion regarding the
turnover of the chairmanship at least every two years as healthy for the
Board, as well as the community. She stated her belief that John was a
very dedicated and hard-working chairman, and the fact that his previous

leadership was to be commended and had no bearing on her feelings relating
to the turnover of the chair. After John Jarema offered to withdraw his
nomination, it was decided another paper ballot vote would be taken with
the``°Qbstention of Mr. Jarema from the voting. The outcome of this vote
was 3:2 with one ~6bstention (Jarema), with Catherine Quimby being voted in
as the new Chairman of the Zoning Board of Appeals. The Board agreed that
wording should be added to the ZBA Rules & Regulations stating under
Section 2.1.1. that officers be limited to a two (2) year term.
The Board then moved on to the discussion of the vacancy of the Vice-Chair
position. John Jarema nominated Stephen Tucker as Vice Chairman, and the
Board unanimously voted to make Mr. Tucker the new Vice Chairman of the
Zoning Board of Appeals.
The next item up for discussion was the zoning Board of Appeals Rules &
Regulations as stated. Each section was reviewed by the Board resulting
in numerous changes and additions to existing document. Catherine Quimby
was to incorporate these changes/additions into the Rules & Regulations
and distribute a final copy for approval to the Board at the next
scheduled Board meeting.
other miscellaneous issues discussed included the case numbering system
used by the Board and the failure of withdrawn cases to be incorporated
into the system, resulting in the Town Clerk's office and the Zoning Board
of Appeals arriving at different numbers. Stephen Tucker would attempt to
clarify this item. Future meeting dates and availability of members were
then discussed. John Jarema then turned over outstanding invoices/bills
to Catherine Quimby for her attention, and the notification policy was
questioned by Catherine. John stated the importance of proper
notification procedures in compliance with the law to avoid future
problems. Catherine would review this issue with Gail Faller:
Stephen Tucker then moved, and John Jarema seconded the motion, to
adjourn. The meeting was then adjourned at 10:40 PM.
