Chairman Quimby opened the scheduled general business meeting at 7:30 PM
in the Selectmen's Meeting Room, 6 Lowell Street, Reading, MA. There were
no public hearings scheduled for this evening.
The meeting began with the introduction of Mr. Jonathan Edwards, the new
Director of Community Planning for the Town of Reading. After everyone
met Mr. Edwards, the discussion turned to that of administrative
procedures followed byrCPDC)in Zoning Board of Appeals cases including the
submission of applications, at what point to accept payment for
applications, use of a checklist for documents, etc. needed for hearing a
petition, and the need for certified plot plans in certain cases.
Catherine Quimby stated the two most common areas of concern were
confusion over what is needed--Special Permit, Variance, etc., filing
for the wrong permit; and the occasion for requesting a certified plot
plan before a hearing to clarify what is being allowed when approving a
petition.
Jonathan Edwards then gave some thoughts on the need for certified plot
plans and how this was handled in his previous position. He also reviewed
his plans for CPDC-and what he saw as his initial responsibilities and the
direction in which he would like to go. He spoke about what he saw as an
immediate problem in repetitive information going through his office to
other departments in the Town. For example, the same information being
typed on cards for submission to Building Inspector's Office, Conservation
Department, etc. which took considerable time and could easily be
streamlined to include all information on one form which is then copied to
the necessary departments. He saw an overall lack of coordinating
procedures between departments.
After further discussion, the topic moved to the Board's thoughts on
"questionable" properties and the conformity with permits and zoning laws.
The Board gave several accounts of "problem" properties, and
Jonathan Edwards stated his interest in pursuing the enforcement of all
permits and laws, also the possiblity of e~nstatinc~the position of
' Zoning Enforcement Officer to the town.
The meeting then moved to the final review of Zoning Board of Appeals

Rules and Regulations. After some discussion, John Jarema moved to accept
R & R's with the change to Section 3.4.4 as stated, and the insertion of
the appropriate wording as discussed to Section 3.4.5 which was accidently
omitted in the final print. The motion was seconded, and the Board then
voted unanimously to accept Rules and Regulations as noted.(attached)
Past minutes were then briefly discussed and minutes of September 16 were
approved unanimously by the Board. The meeting was then closed at
10:00 PM.
