J.P. as on the c3eC? tia(1 Construction, (agent for Winchester Hospital who sought a Variance under Section 6.1.1.2 of the Zoning By-Laws to allow park.ing on another lot, that is separated .may a proposed road., b_ etween Ash Street and New Crossing Road. Mr. Dave Giangrande, Engineer for J.11". Construction, displayed and explained the plan for the site. He stated that the site had previously been approved by CPDC for two lots with one building on each lot. Winchester Hospital would now like to construct only one building Doctor°s offices) on one lot and parking on the other lot. 107 spaces are required for the buildinc. Only 73 parking spaces could fit on the lot with the- building so they would like to put the remaining spaces on the other lot. Mr. Giangrand.e stated that there is a large ~,7etland track on the lot. For that reason they would like to keep the roadway the same as the original plan and also the ':wilding the same. He stated that the roadway would be dedicated as a public way to service the industrial area. He also stated that a clean. office building would be a much 'Netter use for 'the lot as opposed to an industrial area. M ,rande stated that the roadway has been approved by CPDC but that they have not gone through with the Site Man Review, but stated that he has had many meetings with Mr. Edwards regarding this site. He also stated that 14inchester Hospital has purchased the property. Mr. Giangrande states' that the intent at 'this time is to have the property exit onto Newcrossing Road. He also stated that Conservation has approved parking on the adjacent lot. ' They have also added 7% more green area on the site. John _"a;ano was concerned that. the number of parking spaces had increased. The spaces required: are 107 and the applicant is requesting 2013. Mr. Giangrande stated that the doctors felt that they would need more than the 107 spaces. 1 Lee Galante asked if the parking spaces in the rear could be eliminated near the residential-. 'area. Mr. Giczngras1de st?,ted that the front of the building was now facing the residential area. They have not added any more parking spaces in that area. Mr. Fuller was concerned that increa.sina the ??umber of 'parking spaces will have an impact on traffic. Mr. Tucker stated that all these thincrs should. be discussed at the upcoming meeting with C z D . Mr. Jarema was concerned that the Board had received no information from C DC or the Conservation Co ma ission regarding this site. He also stated- that he would like the applicant to go to CPC first. Mr. Coote stated that he also would like to see definite figures. Mr. Giangrande stated that he was a little frustrated that Mr. Edwards had seat him to the Zoning Board of Appeals first, and he is now being requested to go to CPDC first. The Board then discussed -further if the hearing should be continued. It was decided that it would be beneficial to the applicant and he abutters for the Board to see the whole proposal. At 8:29 P.M. Mr. J _rema moved to continue the subject matter of this hearing to February 7, 1991 for the purpose of gaining additional information relative -to this project and., or, to allow the applicant to proceed the hearing before CPDC. Mr. Coote seconded and the motion was Dassed with a vote of 3-0. APPROVAL OF PREVIOUS MINUTES Mr. Jarema moved to accept the minutes of July 5, 1990 as submitted. Mr. Tucker second=ed and the motion passed with a vote of 2-0-1 with fir. Coote abstaining. Mr. Jarema then moved to accept the minutes of August 2, 1990. Mr. Coote seconded and the motion passed with a vote of 3-0. Mr. Jarema then moves to accept the minutes of October 18, 1990 Mr. Tucker seconded and the motion passed with a vote of 2-0-1 with Mr. Coote abstaining. 2 At 9:10 P.M. a motion was jade and seconded to adl ourn and the Board voted unanimously to do so.
