HomeMy WebLinkAbout1994-04-21 Zoning Board of Appeals MinutesTOE OF READING ZONING BOAR Cy' APPEALS IN TES-APRIL 21, 1994 :MEMBERS PRESENT: U70HN JARS , CHAIRMAN ARD I TH I ET%70R JOHN COOTE ROB I N RL MME *INDICATES A NON-VOTING MEMBER meeting of the Zoning Board of Appeals was held in the Selectmen's Meeting Room of the Town Hall, 16 Lowell Street, Reading, MA at 7:00 P~M The scheduled public hearing was a continuation from April 4, 1994 in order for the petitioner to gather more information. ern Joseph Calareso then submitted a drawing of the proposed building discussing the overhang needed to protect the plants and flowers from the elements. He also submitted a parking plan showing 20 parking spaces and stated that the parking would conform to zoning. Mr, Coote then read a memo from Jonathan Edwards stating that the CPDC had looked favorably upon, this plan. Mr Edwards was present at the hearing and stated that the CPDC had, found the concept of the plan to be goods He stated that a traffic study would have to be done, but the CPDC felt that the Variance request would not be more encroaching and the building would have a better appearance than at present n Mr. Latham discussed that the site was currently 2 lots held in common ownership to be made into .1 lot. This could be done by an Approval Not Required Plan to CP C. Ira Jarema was concerned about having 2 uses on one lot. :r. Latham stated that historically it is that way. fie stated that they were not creating it r< Ben: Nichols was present at the meeting and felt strongly that the 50 foot front yard setback should be upheld. ra Latham stated, that at present the structure with the canopy was only 18 feet from the lot line, but that the new structure would be 20 feet from the lot lined rd 3a.relYa stated that he had tried to find the background of the housed It was built in 1926 but wasn't on record as residential from 1942.1989. It was discussed that the house had always been used, as a residence. Mrt Latham asked the Board to consider what they were starting with and what they were trying to do. He stated that it would be are improvement to the neighborhood, and also that the area is the gateway to the Town and should be improved. He again stated that it already had a non- conforming front yard setback Mr. arema, stated, that there was no question that the site would look much ricer. He was concerned about having two uses on one lot. He suggested: incorporating the house and moving the building back on the property. r n Latham f4 X stated that the applicant had spent a lot of money to ; the residence and that a family member now lured in the 1-i.ausea It would not be practical to tear down the house "move the building back on the lot. It was then discussed if the canopy was part of the building, Mrs Latham stated, that they had thought that the Board would think so, therefore, they had asked for a 20 foot setback. The actual building would be 38 feet from the lot line, .s. ieworka stated that other applicants on. Main Street had asked to encroach on the front yard setback but that the Board did not look favorably upon i t4 She also felt that the parking was impossible now and that it would only get worse, re Latham discussed that although the canopy would only be. 20 feet from the lot line, it would actually be 40 feet from - - in Street o Mr. C Aareso asked if it would make a difference if they brought the canopy back 3 more feet and also cut the corner off the building near Hopkins Street. re Jarema stated that he would like to discuss with Town Counsel if a Variance would be :deeded or if a. Special Permit would be adequate. It was discussed that the hearing would be continued so that the applicant could discuss with his engineer the changes to the plan, and also give the Board time to discuss the case with Town Counsel At 8:45 P.M. Mr. Coote moved to continue the hearing until May in order to check with Town Counsel and, also to allow the petitioner to make possible alterations to the plan.
