Minutes of Reading Historical Commission meeting on June 22, 1998
Attending: Virginia Adams, David O'Sullivan, Louise Sandberg, Roberta
Sullivan, Clayton Jones
Meeting was called to order at 7:45 p.m. by the co-chair.
Attending were Foster-Emerson bidders, Les and Cheryl Sidelinker.
David brought up Town Counsel's proposed Preservation Restriction
Agreement. Sidelinkers raised objections to provision #4 on inspection of
premises. General agreement between Commission and Sidelinkers to allow
inspections only at time of ownership transfers and major changes requested
in house (provisions # 3 and #9). They also agreed to work with attorneys to
come up with language that would require regular communication between
Grantee and Grantor every three years that might allow a review of changes
in the house. Clay Jones to contact Town Counsel.
Commission decided to add "removing" after "Painting" in Restriction
Guidelines (Paint "Major"), add "or framing timbers" after "cladding" in
Exterior "Major", and to remove entire category on Landscape and
Outbuildings. Jones to advise Town Counsel
The Commission then discussed the June 20 proposed agreement by the
Sidlinkers regarding Parlor partition and added dormer.
After debate on what Parlor features might stay, be removed, moved, or
altered, David moved to accept the proposal. Roberta seconded. Vote in favor
4-0-1 (Jones).
Sidelinkers agreed to the Commission's initial document on preserving the
house's features, except for their suggested changes on certain features, such
as granite facing. Final document is to be called Restoration Work Agreement
for Foster-Emerson House.
Meeting adjourned 10:20 p.m.
