Chairman J. Zorabedian called the meeting to order at 7:35 PM
in Room 19, - - -- with J. Shaw, E. Childress, B. Mitchel and
J. Sturm present.
Correspondence
Mail was reviewed. A letter was received from the Federal Flcod
Plain Management. The Board is awaiting the Selectmen's and the
Conservation Commission's response.
from Congregational Church
Representatives /called and cancelled the scheduled meeting with
this Board to discuss "Horizon Homes ", the proposed elderly and
handicapped housing off Bay State Road. Another meeting has been
scheduled for February 5, 1981.
Carl Amon discussed a proposal that his clients have. to rezone
land off Pleasant Street, presently S -20, to allow the construc-
tion of apartment /condominiums. The secretary will arrange a
meeting with them for February 5, 1981 also.
The Chairman is scheduled to meet with the Board of Assessors
tonight after the Planning Board meeting.
Minutes
The minutes of 1/12/81 were accepted unanimously as corrected.

The Chairman reported on -the FinCom meeting on January 22, 1981.
The Board's budget presentation was accepted unanimously by the
FinCom. The Finance Committee did say that they may have to
contact this Board at a later date once they are able. to deter-
mine the true impact of Prop. 2 1/2 on the Town. The Chairman
has stated that the Board is not seeking any further appropri-
ations from the Town, but will absorb all cost increases in its
present budget proposal.
All Boards Meeting - Proposition 2 1/2
Mr. Mitchel attended the All Boards meeting on January 21, 1981
for the Board. The general mood of the evening was the discussion
relative to the formation of a blue ribbon committee. to take an
overview of the impact of 2 1/2 and decide the best and most
effective cost cutting measures for the entire Town. Many of the
Boards objected to such a committee as an infringement on their
autonomy by the Board of Selectmen. After much discussion, a vote
was taken to see what type of response there was to this idea. No
one present voted in the affirmative for the formation of such a
committee.
Annual Report
Mr. Mitchel reviewed an outline of the 1981 Work Program and will
have a draft report ready for the next Planning Board meeting.

Annual Town Meeting Issues
Zoning - Inclusion of Industrial District in Buffer strip
The Board members discussed placing an article on the Annual
Town Meeting Warrant to include the Industrial district within
the dimensional control for a buffer strip between abutting
Residential and /or Business C /Industrial districts.
Upon a motion duly made and seconded the Board unanimously
voted to place the following on the Annual Town Meeting Warrant:

Moved, that the Town vote to amend the Zoning By -laws by adding
the following as aprag.raph 5.3.1.3.:
5.3.1.3. As part of all new construction (any and all buildings,
parking lots or structures) in a Business C or'�
q�ndustr -ial district and where- such construction abuts
within one hundred twenty -five (125) feet of any
Res- idential[Di strict, a buffer strip is to be
established subject to the following -requirements:
a) Said buffer strip shall have a twelve (12) foot
minirium depth and shall contain a curb to prevent
parking within the strip, a six (6) foot high
fence which shall be located a maximum of two (2)
feet from the abutting Residential�Busi.ness C ,a`nd /d
vindusz l lot line and shall contain an evergreen
hedge on the Business C i sti3al side of
the fence ;which is to be at least three (3) feet in
height at the time of planting and will provide a
year -round dense visual screen and attain a height
of at least seven (7) feet within five (5) years
of planting;

Zoning - Non -Use
The Board reviewed the drafter article to substitue the follwing
as 6.3.2.4. in the Zoning By -laws:
6.3.2.4. When a non - conforming use or structure is abandoned
or not used for a period of more than two (2) years,
it shall not be reestablished and any future use
shall be in conformance with this By -law.
The Building Inspector recommends deleting the words "abandoned or"
in the firsttst phrase. Use and structure were two different non-
conforming provisions and the Chairman says the cannot be "lumped
together ".
Action on this matter was deferred until the February 5, 1981
Board meeting. The Secretary will send a copy of the Buffer
inclusion and the non -use wording to the Building Inspector,
Conservation Commission and Mr. Don Smith,. the State Chapter
40A authority, for their considered opinions.
Zoning - Parking requirements
The Board discussed the requirement to have some regulation of
parking spaces per seating capacity for restaurants. The Board
has tabled action on this matter unitl the next meeting. The
secretary will contact surrounding Towns to determine what their
requirements for such parking are.
Town owned Buildings
At present there has been no response to the Board's request
to determine what action for office reorganization has been
planned. Until such information is available, the Board is
not able to act.
Dump Site Development
The Board discussed the meeting with Mr. Ensminger of the IDC
at their last meeting. At present no definite plans have been
formulated to develop this site, although Mr. Ensminger did
mention placing an article on the Annual TM Warrant to see if
they could get some funding to do test borings at the Dump Site.
Thev are also investigating what other funds are available for
this purpose. No action on this matter was deemed necessary
by this Board. They will await any further information they
may receive from the IDC.
Meeting Schedule
The Board will meet again on February 5, 1981 (Thursday).
Restoration of 1942 Zoning Map
The Board is in receipt of an estimate in the amount of $72.25 to
make an 8 1/2 x 11 negative; a 3 x 5 ft. mylar and 6 Diazo black
line copies of the 1942 Zoning Map. Upon a motion duly made and
seconded the Board unanimously approved the funds for this project.
