HomeMy WebLinkAbout1981-08-13 Planning Board MinutesMinutes of the Meeting of August 13, 1981. Chairman. B. Mitchel called the meeting to order at 7:40 PM in Room 19, 52 Sanborn Street with K. Messina, E. Childress, J. Shaw and F. Orlando present. Tracy Dwyer of the Reading Chronicle was also in attendance. Correspondence mail was reviewed. Discussion was deferred. Board of Survey - Proposed amendments to Subdivision Rules & Regulations Mr. Orlando reviewed and discussed the proposed changes with the other Board members. Review of the new proposal and the response from the Conservation Commission regarding the width of the paved roadways in cul-de-sacs was also discussed. Conservation Commission°s request to reduce the paved roadway in order to reduce water run-off was not favored by the Board of Survey because of.safety and snow emer- gency considerations. Conservation Commission still plans to pursue the changes they would like implemented as per their letter of August , 1981. Mr. Orlando will keep up-to-date on the proposed amendments. Mishawum Road, Woburn - New developments Ms. Childress reported on the joint meeting of the Woburn City Council and the Woburn Redevelopment Authority and the MBT.A on a small parcel of land owned by the "T" and Redevelopment Authority. Negotiations for that land are in progress. The "T" wants control of this land in order to construct a 500-car parking lot on the site, Although Reading may have strong objections to any increased develop- ment-increased traffic flow in this area, there only avenue for regis- tering their objections is through the MAPC, Environmental Impact Statement. Highland School Study Committee Mr. VanBeaver is the contact person for the Highland School Study Committee and the Planning Board. As per a request from that committee, the Chairman authorized the release of any and all pertinent informa- tion that the Planning Board has in its files. They were delivered to Mr. VanBeaver by the Secretary. Meetings of this committee will be held on Monday and Thursday evening of next week for public input. MAPC West Street Traffic Study The Board sent a letter to Mr. Denny Lawton of MAP.C requesting a pre- liminary draft copy of the West Street study as well as his attendance at this meeting. No response has been received. The Secretary at NLAPC believes that he is on vacation and will return next week. Horizon Homes EIS on Horiezon Homes from MAPC was sent to J. Zorabedian as the Town's Page 2 8/13/81 MAPC representative. K. Messina received the form late and called MAPC to inform them. As per their instructions, Ken will send the completed form to them at his earliest possible convenience. The - Chairman and Mr. Messina will meet to discuss this matter over the weekend Inte:rdeoartmental Communication Town Clerk has requested additional acopies of the reduced 1--page Zoning Map as his supply has been sold. Cluster Zoning The ;Board discussed the conceptof cluster zoning. Finances The Board deferred action on this matter until the next meeting. ;Board Memb ership Ellen offered her resignation from the Board effective September 29, 1981 due to :school commitments. Fees The Board has received payment for the Gentile/Admas rezoning hearings and unanimously voted to 'return this check to the Town's General Fund.. Meeting Schedule _ The next meeting of the Board will be held on September 10, 1981 at 7:30 PM. Unon a notion duly made and seconded, the Board voted to adjourn at 10 PM.
