At 7:35 P.M., Chairman Mitchel called the meeting to order in Room 19,
2 Sanborn Street (the Community Center) with,Board members K. Messina,
J. Shaw and F. Orlando present. Duly appointed :,and sworn in, Ms.
Maureen Rich was welcomed to service on the Board. Also present were:
Tracy Dwyer, Reading Chronicle; and League of Women Voters representative.
Correspondence
Mail was reviewed. The Board has received a letter from Brown, Rudnick,
attorneys for United Church Homes, waiving the 45 day requirement for
hearing by Planning Board. Also noted in this letter was that United
Church Homes has only an easement to Haverhill Street on the adjoining
,parcel of land to the Bay State Road property. The notice of hearing
will-.be corrected.
Minutes
The Board reviewed the minutes of 10/14/81 and noted that the public
hearing date for Horizon Homes project should be November 2, 1981 and
not November 4, 1981 as so stated.
Finances
Board reviewed copy of printout from Town Treasurer's office on the
current financial status of FY 182. Also reviewed was the encumbered
account for updating the zoning Maps and texts. The secretary was
`.equested to make further inquiries to the Board of Public Works for
their assistance--in this matter.

Due to a lack of quorum by the Planning Board, the public hearing origin-
ally scheduled for October 14, 1981 has had to be rescheduled to November
2, 1981 at 8 P.M. in Room 18. All legal notices were sent to the paper,
abutting residents and official agencies as well as a copy posted in the
Town Hall.
After some discussion the Board asked the secretary to obtain a transcript-
of'-the Comprehensive Permit hearings dealing with egress on to Haverhill
Street. The major areas of concern for the Board members were;
safety and access problems on Bay State Road;
° construction safety to Bay State Road residents;

gets heard at the State level and then comes back to the Town for
another public hearing;
- more stringent conditions can be required but such restrictions cannot
be in contravention of the Comprehensive Permit issued by the Board

Fall Town Meeting Issues
Flood Insurance - Due to pg r legal advertising the Board will have to
reschedule the public hearings on Articles 27, 28 and 29 until November
10, 1981. Cancellation of 10/28 hearing will be duly posted.
Recreational Uses - Building Inspector's comments were reviewed. Dis
cusion on the matter ensued and the following changes were made:
in main paragraph of 4.3.2,8, after the words "shall be located
in the rear" the Board unanimously voted to add the words "or
side";
in subparagraph a), the Board unanimously voted to delete the
20 foot requirement and insert in place thereof "six (6) feet";
in subparagraph c), the Board unanimously voted to add the words
"or side" after the phrase "twenty-five (250) per cent of the
rear".
After the changes are made, copies of the new wording should be sent to
the Board members, Town Counsel and the Building Inspector.
Flood Plain inclusion (Conservation Commission) - the Board discussed the
two articles (30 and 31) and suggested that the Conservation Commission
should reword the heading presently written as "minimum area outside of
overlay District" to read "Minimum area outside of Wetlands Protection
and Flood Plain District".
The Board reviewed the: Fall Warrant and will plan to discuss the following
articles at a future meeting: Article 9, 10 and 23.
Meeting Schedule
The next.meeting of the Board will be at 7 P.M. on Wednesday, October 28,
1981 to discuss public hearing articles scheduled to begin at 7:30 P.M.,
Upon.a motion duly made and seconded, the Board.,unanimously voted to
adjourn at 11 P.M.
