A motion was made by G. Wood and seconded by G. MacDonald to
recommend the study to the Selectment_ Motioned was voted and
passed 5 - 3.
B. Goodrich submitted a proposed outline (see attached) for
the report to the Selectment. Members felt the outline was great
and we should provide what information is available at this time
and request an extension of the Task Force from the Selectmen-in
order to complete study-
It was felt we need someone from the MHD, who can make decisions,
attend a meeting to get some solid answers regarding funding, footprint,
drawings (rough) and how funding (if any) would cover roadway
and sidewalk corrections beyond the bridge. It will need to have
Town Manager and/or Selectment :Hake regeust to MHD.
Progress report to be made to Selectment on Tuesday, 4/5 and
members are urged to attend if possible.
Motion,to adjourn by G. MacDonald, seconded by M. Slezak. Motion
passed 8 - 0 and meeting was adjourned at 9:50 p.m_
The next meeting will be Thursday, April 7, 1994 at 7.30 p.m.

It appeared from his report there were no life threatning fire
calls to the area which would require using the bridge.
Lengthy discussion evolved as to ALS/BLS AND Police response.
There was no way to tell if "out of town" response was - in-
cluded in the list. Tf it were.local response, the bridge could
make a difference. It was noted that the WEST SIDE STATION
provides response to the area .
Comments regarding the "teen age hangout" being eliminated if
a new bridge was constructed (comments bvy Reading Housing)
were not considered valid. The bridge will not resolve the
issue of a hangout".
Mr. Grant (observer) made some comments regarding the fire department.
He mentioned he felt there was enough manpower (60 firefighters) to
have a second ambulance at the West Side Station. He had prepared
written comments which he would provide the Task Force. Members
felt is information and comments were inaccurate and flawed. They
also stated Owe are not here to review the fire department".
We moved on to review the Assessors Report (see attached). This
report was very vague and one observer, Tom Stohlman, using therr
figures, provided an entire different set of numbers in terms of
values, before: and after bridge closing.

It was suggested we contact the assessors and invite therm to the next
meeting for a clarification of their information and numbers. Fran
Doughty will make contact with them.
C. Herrick (observer) made some general comments reagarding the
slopes of roadway and the walls of the bridge. Mention of the
information provided early on by Kaine/Wentworth on real estate
values was discussed briefly.
The McDonough/Scully traffic study was discussed in depth by the
members and there were pro and ecru statements- Some felt the need for
for the study and others felt it would be "west guess" information.
Mike Slezak has been involved in traffic studies and felt the
inf'or Cation would be useful.

MINERAL STREET BRIDGE TASK FORCE MEETING-'
The meeting of March 30, 1994 was called to orde:r;, by tie., Chairpersons,
Bill Goodrich at 7:35 p.m. in the Conference Roam at Town Hall.
Members present were F. Doughty, A. Guarciariello, B. Herrick,
M. Murphy, M. Slezak, G. Wood, G. MacDonald and B. Goodrich.
G. Hines was absent due to tither commitments-
Observers were T. Stohlma:n, R. Grand, C. Herrick (also one
unidentified observer).
The Chairperson reviewed the agenda for the meeting which included
review of minutes of previous meeting, review of the Fire Chiefs
report on ambulance and fire calls (see attached), and review of
the assessors report (see attached).
The Chairperson also discussed the need to prepare a progress
report to be submitted to the Selectmen on next Tuesday, April
5th.. A request to change next, weeks meeting to Thursday April 7th
was made as the Chairperson has a conflicting meeting on Wednesday.
Members agreed to the Thursday date.
A progress report is to be made tinder Article 2 to the Town
],'Meeting and G. Wood suggested our report be made at a different
point in the Town Meeting so as to get the undivided attention of
members-
A review of the minutes of the March 23rd meeting were made and
several changes / additions to language were noted. In the
section of comments by the Police Shief, it was noted that
in addition to N. Reading & Wilington in his statement, we should
include "etc" as he had commented that "no out of towners would
use the bridge". Some members did not recall this quote and therefore
opted to add "etc".
When the minutes reflected the Chief's comments about Vine Street
he stated "would be less safe" and this was to be added to the minutes
in the section dealing with Vine Street.
M. Slezak requested change in minutes on page #3 relating to his
question to Bill Robinson regarding "if the grade was 8% what
Would, this do to Vine Street". Since there was no response to his
question, we should add "no response".
A motion by G_ Wood to approve minutes as corrected was made and
seconded by F:%-:Doughty. Motion passed 8-0.
The next items for discussion were the Fire Chief's report
(see attached) regarding firs: runs and ambulance runs to the Mineral
Street and surrounding areas. Members commented on who was
first responder, when out of town was used, ALS (advanced life
support) and BLS (basic life support).

The following analysis is an attempt at trying to gunge the impact of the closing of the
Mineral Street Bridge on the value of real estate. The foregoing analysis must be presented
with the caveat that it is imperfect. The assun4)tions that axe necessary to understand the
analysis are threefold; the sales that where available and used are truly representative of the
population of properties that they am trying to represent, that multiple sales used to guage
market appreciation show only appreciation attributable to the real estate market as a whole,
and that sales were limited and the results may be skewed due to rho lack of the ultimate
scenario sale.
In trying to ut rstand the impact of the closing of the bridge on property values, i have
compared wouthly appreciation rates of properties in close proximity to the bridge to
appreciation rates of properties in Reading that would appear to be altogether unaffected by
the bridge. I have defined the bridge proximity to be the 4 maps that surround the bridge,
maps 70, 71, 72 and 82. Given the closing date of the bridge to be 1981, sales prior, during
and after the closing date have been provided to acertain differences in appreciation, rates.
It would appear that the Mineral. Street Bridge, given the available sates, does not have
any significant impact on property values for those properties that surround the bridge. 'I'bis
is not to say that properties directly abutting the bridge entrances tray not potentially be
adversely affected, but rather that real estate values as a whole in t1fis area are seemingly
unaffected by the bridge.
