The meeting was called to order at 8 P.M. by Kenneth G, Messina in Room 19, 52 Sanborn Streeet (the Community Center) with Board members M. Rich and J. Shaw present. The Chairman was attending the MDC Wastewater Pumping Station hearing and would arrive late. Correspondence Mail was reviewed. A letter from the Selectmen's office has been received and thev state that the last day for accepting the final camera-ready copy.of this Board's Annual Report will be February 22nd. The Board of Public Works will be holding a hearing on the site plans for Horizon Homes at 7:30 P.M. on February 18th. Finances The Board's financial report as received from the Town Accountant's office is in error. The secretary was authorize, upon a motion duly made and seconded, to correct this inaccuracy in the distri- bution of funds. The total amounts are correct, but the distri- bution of money was not as reported. Housing Needs The Board, with Chairman Mitchel now presiding met with members from the League of Women Voters (Barbara Hewitt, Nolla Boness, Harold Wyatt, Russ Stein, Judy LeBlanc) to discuss the housing =needs and their current study on condominiums as pertains to this Town.. Ms. Hewitt stated that they began their study in the summer of 1981 and started by collecting news articles and meeting with MAPC reps, Wendy Plotkin and Andrew Southworth. They are using some MAPC studies such as MAPC report on Condo- minium Conversions; Analysis of Zoning; and other Town's Zoning By-laws. They have also been monitoring meetings of the Reading Housing Authority. In April of this year, the League will be making their decision in 2 areas: 1)- is there enough new development; 2) - a position on condominiums. The Board discussed many areas of common concern: - density of Town services with increased growth; - what other Towns have condominiums and their impact on those Towns; other alternatives. Accessory Apartments - The Board and League discussed allowing an accessory apartment in single family districts to help alleviate the housing shortage and answer the need for lower income family housing. Ms. Rich will be studying this area further with the hope of having an article ready to present to Town Meeting. The statistics and other material gathered by the League will be shared with the Board upon their request. At 9:35 P.M. the Chairman thanked the League for their presentation and the Board took a 5 minute recess. Page 2 2/3/82 Municipal Space Needs Henry Higgott, Chairman of the Highland School Building Committee, has requested any and all available material from this office on municipal space needs. The Secretary gathered the information and will forward the same to the Library for distribution to Mr. Higgott. West Street Traffic Study Letters to Police, Municipal Light Department, Safety officer with copies to the Tree & Moth Department were authorized for release. Meeting Schedule Next meeting will be Febrary 10, 1982 at 7:30 PM: and February 17, 1982 at 7:30 PM. Other Business Special Article for Town Warrant to have BPW update, copy, revise and print the 36 page Zoning Maps will be submitted by February 16th. Horizon Homes The Chairman asked that the Board members attend the site plan review meeting held by BPW on Horizon Homes on. February 18th. Board Membership The Chairman will contact Mr. Cutone;to ask if.he would consider running for the Planning Board. Mr. Buxne will also be contacted. Mr. Mitchel is still considering his intent to fill out his term and run for another Town office. There being no further business before the Board, it was unanimously voted to adjourn at 10:55 PM.
