Chairman Mitchel called the meeting to order at 7055 PM in Room 19,
52 Sanborn Street (the Community Center) with.Boa,rd members -Fa Orlando,
,12b Rich, K. Messina present. Also present was a representative of the
Finance Committee and. Historical Commission..
Correspondence
The Selectmen have sent notice that there will be a Special Town Meeting
within the regual Annual Town Meeting. The Warrant for this will open
March 18 and close on March 23.
The Board also reviewed the area approved by the North.Reading Planning
Board for expansion of trucking facilities located in close proximity
to Reading's wellfields. The Conservation Commission has been apprised
of the situation and they are looking to see if there will be an Order
of Conditions for input by this Town's Conservation Commission. They
hope to be able to include adequate compensation for groundwater recharge
and seepage. They will keep us informed of the situation.
Board reviewed notices of the Board of Appeals decisions and public
hearing notices.
Finances
The Board reviewed a quote from Stone's Reprographics for reducing from
30 x 40 to 18 x 24, the Zoning Map, making new reproductive vellums,
5 copies, bound and collated with an approximate cost of $290. The BPW
estimate for updating and providing new mylars is approximately $1800.
The encumbered account has $250 leaving an approximate need for funding
at $1_900.
The Board reviewed the reclassification and job description of the Board's
secretary. Copies of job descriptions for administrative Secretary and
Administrative Assistant along with Secretary positions will be.obtained
from Personnel Board and sent in mailing.
Annual Town Meeting
Article 26 - Use variance - The Board voted to schedule the public hearing
for Wednesday, April 7 at 8 Pm i.n Room, 18 of the Community Center Notice
of the hearing will be sent to the Board of Appeals, published in the
Chronicle and posted at Town Hall at least 2 weeks before.
The Board would like input from the. Board of Appeals on this article before
the public hearing. Copies of the article as they appear on. the warrant
will be sent to MA.PC legal counsel and EOCD, Mr, Don Schmidt for their
review. The Chairman will contact Maureen O'Brien, chairman of the Board
when the 1978 .updating eras done and Joe Sturm will also be: contacted by
the Secretary for his input, The. 1976 updating did not include "use
variances" but the 1978 updating did,

Article 27 Rezoning of 259-267 Main Street property. The Board voted
to schedule the public hearing for Wednesday, March 31, 1982 at 8 PM in
the Communty Center Auditorium. Notice will be sent-to the petitioner's
attorney, O. Bradley Latham, published in the Chronicle at least 2 weeks
in-.advance as well as posted in Town Hall. The legal notice was read
and the words "By Petition" were inserted at the bottom of the article,.
so that the?)ublic notice will inform all citizens that this Board is
not the presytenter of the article.
Any discussion of other articles on the Annual Town Meeting Warrant was
deferred.
Housing
M. Rich presented a review of the progress in Lynnfield on their proposal
to include an elderly district in their zoning. They will present 7
articles at a Special Town Meeting for this purpose.
The articles will include an article that would resting the. April 1981
Town Meeting vote which gave control of school land to Housing Authority
and substitute an article. which would give the. Selectmen.the 4~uthority
to convey the land to the proposed non-profit organization by sale or
lease.
Another article requests an amendment to the by-laws to add an Elderly
District. This would allow the use for elderly housing, to be owned
or controlled by the Town and operated only through.a non-profit organ-
ization or Lynnfield Housing Authority. They would do this by
not seeking federal funds for development of the project and they
could thus allow only Lynnfield residents access to this. housing.
These 2 articles could not be used for other multi-unit housing without
2/3 Town Meeting vote and site plan approval by Planning Board and
Board of Appeals. Also the Town could rescind the zoning change after
it is approved and "grandfather" the. project, thus requiring all
future projects to begin process anew.
Also proposed is a special trust funded by the proceeds from the sale
of the school land and administered by the Selectmen to subsidize
elderely.unable to afford the full purchase- price of $45.,000/single;
$55,000/double. Funds will also be available for those who cannot
afford the full price but whose income is too great for subsidized
housing. Residents who purchase shares in the project will actually
own the development and would, in effect, subsidize thosc,eligible.
for assistance from the special fund, Taxpayers arealso contributing
by donating the proceeds of the land sale to the special fund.
The Lynnfield zoning change is patterned after the. Milton zoning. A
opv from the Town of Milton will be obtained for review by the Boards

Upon a motion duly made and seconded, the Board unanimously voted
to adjourn at 10 phi.
