K. Messina called the meeting to order at 7:30 P,M; in Room 19,
52 Sanborn Street with Board members A. Burne, M. Rich and J,
Shaw present. Also present was Ed Murphy, Finance.COmmittee and
approximately 18 residents from Main Street-Cross Street-Shackford
Road area.
Correspondence
Mail was reviewed. The Board reviewed the maintenance.contract
for the typewriter at a cost of $68 per year.
Board of Appeals notice re: 60 Mount Vernon Street was reviewed.
The Secretary was requested to review this request with the
Chairman of the Planning Board and formulate an adequate;response.o
Minutes
The Board unanimously approved the..minutes of the meeting of;
March 24, 1982 without correction
March 31, 1982 - without correction
April 7, 1982 - as corrected
April 12, 1982 - as corrected
April 15, 1982 without correction
The Board unanitously approved the minutes of the, public hearing
on Article 26 held April 7, 1982 v.7ithout correction.
Town Meeting Issues
Chairman Mitchel arrived and presided over the remainder of the
meeting.
Article 25 Mr. Murphy of the Finance. Committee stated that the
Finance Committee has not as yet scheduled hearings on Capital
Outlay items. All pertinent information related to costs has
been forwarded to chairman Ralmunen for Fi,nCom review.
Article 27 - Board reviewed letter from Latham & Latham to Conser-
vation.Commission. Ms. Dana Pedersen noted the. Weston & Samspn
report, page 84, which specifically indicates inadequate water
pressure for fire flow for 10 areas in Reading.. More specifically,
Knollwood and Main, Ash and Bolton - both in close proximity to
the proposed development.
The Board requested the secretary to address a letter to the Board
of P12blic Works and ask the following information:
- is there adequate water pressure for both_normal and emergency
flow? for both developments?
- Quote Weston & Sampson report and ask if there. have been any
improvements since this publication.
Estimates of water and sewer demand are disputed. Give range
and ask if and what impact this would have for this area and
for the Town m
- Ask for an estimate of impervious area for both developments.
The Board responded to questions from neighboring residents about
the following:

rezoning as not an isolated issue but its Townwide effect
- impacts of both developments to neighboring residents
- conservation restrictions placement on land and neighboring
residents views and opinions
The area residents will appoint a spokesperson for the group and
will address a letter to the Plannixig Board with their concerns
and viewpoints.
The Board discussed the following items relative to Article 27:
- letter from Ed Hosstrander, Town Assessor, comparing tax
benefit to Town with both proposals
- water, sewer and drainage in area of proposed development
- demand on Town services
- adequacy of water pressure in area.
The Board will meet on Wednesday, April 28, 1982 at 7 P,M4 to dis-
cuss listed agenda items. Also scheduled for that evening is a
public hearing on Horizon Homes at 7:30 P.M. The Board will attend
that meeting and continue their meeting afterwards, if necessary.
Horizon Homes
The Board reviewed the updated plans for this development. The
noted change was a move in the building 20' eastward to conform
with Conservation Commissions requests. The Board noted the
following concerns, which will be transmitted by letter to Chairman
Anderson of theBoard of Appeals:
- buffer strip has been reduced from 12' to 4-51 in width, Item 15;
- inclusion of all sidewalks, crosswalks, stop signs and
center lines should be installed as per Item 13 of Com-
prehensive Permit;
Parking for personnel and the proper safeguard of construc-
tion vehicles nightly should be included as per Item 184
Population Study
Ms. Rich reported that the economic information on 1980 census
should arrive in Boston no later than late May to mid-June. The
Chairman noted that this information would be valuable in. assessing
the Board's position on Article 27 and that this information should
be obtained at the earliest possible date.
Personnel
The Chairman discussed the matter of a letter of support for the.
Board's secretary stating that according to the Planning Board,
they see no conflict with the employment of Ms. Plansky's daughter
as a messenger at Latham & Latham law offices and that of the.

position as Planning Board secretary. Chairman Mitchel will
contact Town Counsel to obtain the proper wording and will draft
the letter. Upon a motion duly made and seconded, the Board
unanimously supported this position by a vote of 4-0-1.
The meeting was adjourned at 11:25 P.M.
