Chairman Mitchel called the meeting to order at 7:10 P.M. with
Board members M. Rich, A. Burne and K. Messina present.
Minutes
Minutes of the meeting of May 5, 1982 were approved with
corrections.
Minutes of the Meeting of May 13, 1982 were approved with
corrections.
Minutes of the meeting of May 19, 1982 were reviewed and
deferred,u-=1at*-,r- in the Eng.
Mr. Mitchel excused himself at 7:35 P.M. to attend a Law
Committee meeting scheduled for 7:30 P.M. He would return in
time to meet.with the Highland School Building Committee to
discuss their plans for the proposed library on that site.
Correspondence
Board reviewed the legal notices from the City of Woburn regarding
variances, special permits and zoning changes.
The Board reviewed the information regarding the improvements to
the Center, Depot and Union Street area of Town. The Public
Hearing will be on Thursday, May 27, 1982 in the Community Center
Auditorium. The Board noted that this Board had not been
contacted or consulted regarding any of the proposed changes
although many of the studies in these areas were performed under
the direction of the Planning Board. The Board deferred taking
any action until further consultation with the Chairman.
Highland School Building Committee
At 8:05 P.M. the Board, with Chairman Mitchel presiding, welcomed
Beverly Seavey, Chairman of the Committee, Barbara Nelson, Library
Director and Virginia Adams, iaeiarier of Highland Committee and also d- I
of the Historical Commission to discuss their plans for the pro-
posed library on this site.
Among the highlights of the discussion were:
- the only outside change will be. to the rear of the building,
where they will construct a ramp for handicapped access,
with plantings and landscaping. This will be the main entrance
to the library building;
current round staircases will function primarily as emergency
exits, will be rebuilt of steel and will be the primary exit
from the meeting rooms;
present library staff will be able to run the proposed new
library building. There will be an increase of 1 - 1 1/2
staff persons for custodial services
an overview of the functions of each area was presented.
Proposed site will be able to house over 100,000 volumes;
seat 120; meeting room will seat an additional 122 persons.
Areas will be divided, providing browsing, quiet areas and
total quiet study areas for patrons.

The effect to the tax rate will be 35~/per $1000 of valuation
for the first year, assuming a 10 year bond at current 10.75%
interest rate. The actual motion on Town Meeting floor will
include the bonding period of 10 years.
With the present library functioning with 69 seats and an overall
capacity of 75,000 volumes, not all accessible to the public, and
the proposed capacity of 100,000 volumes and 120 seats plus the
meeting room, the new library will prove to be a more efficient,
serviceable building that will meet the Town's needs and has the
capacity of growth potential also.
The building will have 53 parking paces, off-street. There are
no plans for the portable classrooms, but if the building is
moved the library trustees may consider this area as a tot lot
playground.
The cost increase including the increase in, custodial staff will
be approximately $20,000 per year with an overall budget of
$300,000; thus a 6-7% increase for budgeting the new building
will be needed.
The current architect is still i4i 4d-ing for the construction

Upon a motion duly made and seconded, the Board unanimously voted
to support Article 24 which calls for the conversion of the
Highland School to the. Town's main library building.
