Chairman Mitchel called the meeting to order at 7:10 P.M. with
Board members K. Messina, M. Rich, A. Burn.e present. Also present
was B. Hewitt from the League of Women Voters.
Correspondence
Reviewed mail received. Discussion was deferred.
Town Meeting Issues
Article 32 - Rezoning of Cogen property: Board discussed the matter
scheduled for public hearing at 7:30 P.M. this evening. The Chair-
man stated that the Town Counsel has forwarded language to the Board '
for inclusion, either in the Motion or by amendment on Town Meeting '
floor, to guarantee that the Wetlands District on the rear portion
of land at 1361 Main Street be e-xcluded.:ram the rezoning proposal
under Article 32.Yr,
The Chairman then discussed the format for the public hearing stating
that the matter under discussion is that of rezoning of the entire
parcel of land at 1361 Main Street. Rezoning allows many more
possibilities for use than either a variance for use or a special
permit. Does this rezoning have a need because of an increase
in population density? because of a need for larger business
district to service this part of Town? Is it beneficial to the
Town in general and to that neighborhood in particular? These
are the matters that must be addressed.
Mr. Carl Berger appeared before the Board at 7:28 P.M. with a packet.
of information regarding the rezoning of the Cogen property. The
Board members thanked Mr. Berger and stated that there would not
be sufficient time to properly review the material presented.

At 7:30 P.M. the Board adjourned to the Community Center Auditorium
to open the public hearing on Article 32.
At 8:50 P.M. the Board reconvened in Room 19 and continued dis-
cussion on the listed agenda items.
Article 32 - After reviewing the public hearing, the Board, upon a
motion duly made and seconded, unanimously voted not to recommend
Article 32. (4-0
Minutes
Upon a motion duly made and seconded, the Board unanimously approved
the minutes of
October 6, 1982 as corrected;
October 13, 1982 - as corrected;
October 20, 1982 - as corrected.
Synopses of the public hearings on Article 29, 30 and 31 were
also accepted unanimously, with corrections.

Town Meeting Issues
The Board then continued their discussion on the relative issues
for Town Meeting,
Article 31 - Upon a motion duly made and seconded, the Board
unanimously voted to recommend this Article.
Article 30 - Upon a motion duly made and seconded, the Board
unanimously voted to recommend this Article.
Article 29 - Upon a motion duly made and seconded, the Board by
a vote of 4-0-1 voted not to recommend the adoption
of this Article dealing with political signs.
'Presentations for these articles will be as follows:
Article 29 - Political signs - Maureen Rich;
Article 30 - Under 12 sq. ft. signs - Barry Mitchel;
Article 31 - Price signs - Ken Messina
Article 32 - Cogen rezoning - Ken Messina.
Mr. Mitchel will present the motion under Article 31, as Mr. Messina
is not a Town Meeting member. Ms. Rich will present the report
before Article-29 is taken from the table. The Planning Board
reports will be presented before the respective article is
presented,to Town Meeting.
Finances
Mr. Berger was presented with a bill for the advertising of Article
32 and the public hearing fee.
The Board unanimously approved the payment of the bill to the
* - Reading Chronicle for advertising in the amount of $139.15.
Meeting Schedule
The Board voted to postpone housing study reports until after the
adjournment of Fall Town Meeting.
The next meeting will be at 7 P.M. at the High School.
There being no further business before the Board, they voted to
adjourn at 10:20 P.M.
