HomeMy WebLinkAbout1983-02-02 Planning Board MinutesChairman Mitchel called the meeting to order at 7:05 P.M. with Board members M. Rich, J. Shaw, A. Burne and K. Messina present. Accessory Apartments The Board reviewed input from the League of Women Voters. Under Section e), the LWV questioned the phrase "shall not adversely affect". After discussion on this question, the Board decided to retain the existing language by a vote of 3-1. Under the rocess, the Board felt that the new owners should not be made to reapply for the Special Permit. On a question from the Building Inspector, the Board decided to change the language "had an executed use and occupancy certificate.and was occupied prior to August 1, 1982." to "was legally occupied prior to August 1, 1982." by a vote of 5-0. -The Board also voted the fallowing changes by a vote of 5-0: Par. d) - insert "square" between the words "the" and "gross"; d) - change "square footage" to "floor area"; b,)) - insert word "net" between "400" and "750" and the words "square feet" after each of,those numbers; c) - change "not to exceed" to "exceeding"; c) - change "unrelated persons" to "persons unrelated to the owners" and "said temporary absence" to "any temporary absence"; c) - delete "owner or" I b) - insert word "basement" between."garage and shed", and also move "(as of August 1., 195z)'.' between "one family dwellin " and "and sbwll contain" ) - to insert the followring~ "in accordance with regulations issued pursuant to Massachusetts General Laws, Chapter 40A, Section 9." The Board will check to see if these can be called "limited special permits". The Board also moved to change the definition by striking the pro- posed defi nition and in place thereof insert the following: "Accessory Apartment - A self-contained.housing unit consisting of one or more rooms.with separate kitchen and bathroom facilities incorporated within an existing building that was originally designed as a single family residence." All of the corrections will be ehecked by Town Counsel for his approval. MAPC The Board unanimously voted to recommend that.MS. Rich be appointed to serve a-s the MAPC representative for. the Town of Reading and such request will be forwarded to the Selectmen for their approval.
