HomeMy WebLinkAbout1983-03-01 Planning Board MinutesMinutes of the Meeting of March 1, 1983. -.--..Chairman Mitchel called the meeting to..%order in Room 19, 52 Sanborn street (the Community Center) at 7:"P.M. with Board members J. Shaw, M. Rich, A. Burne and K. Messina present. Accessory Apartments The public hearing on Articles 36-40 on accessory apartments. Legal notices will be published in the paper and appear on February 28 and March 7th. Board discussed the presentation for the public hearing and decided that its approach would be one of offering answers to questions and concerns from the citizenry. Ms. Rich felt that this approach would help provide information-and feedback for presentation to Town Meeting. Board. authorized a letter to be sent to the Conservation Commission in response to their February 16th letter. The Chairman will work with the Secretary and distribute the same. Copies of the text should be available for the public hearing so that the Board can waive the reading of the text in its entirety that evening. The question o the access for handicapped being included-in the calcu- lations for exterior alterations was discussed. Board felt that this. .could be left to the Board of Appeals discretion. Board felt that a letter to the Board of Appeals suggesting a joint meeting which would answer any of their concerns and help to gain their support should be sent. An informational meeting will be held by the Board ofj March 9, 1983 and all interested parties should be informed(of this meeting. The League of Women Voters will be holding a meeting at the home of Sandra Grey, 166 Prospect Street on March 8, 1983. Ms. Rich and Chairman Mitchel will attend. MAPC Representative The Board has received a copy of a letter sent to the Selectmen in which. Frank P. Orlando has resigned as MAPC Rep. The Board has already unanimously supported the appointment of Ms. Rich to fill the vacancy. A letter will"_ be sent to the Selectmen in this regard. Mishawum Road Developments Ms. Rich attended the public: meeting on the proposals by the State to improve traffic flow in the Mishawum Road-area. The plan calls to widen the roadway from Washington Street to Commerce Way, removing 3 trees but will not affect any of the houses in the area. This will make 4 full lanes.. The exit from 128 will be cut back, widened and straightened. They will. also change the lights in the area to help with traffic flow. Ms. Rich --_,.,will be keeping up with developments in the area and report back to the hoard as they develop. V 3/1/83 Page 2 Annual Report The Board reviewed the draft of the Annual Report, made corrections and authorized the corrected version for distribution to Executive Secretary John Agnew to be included in the 1982 Annual Town Report. Home Business The Board reviewed the language as contained in Articles 28, 29, 30 and 31 relative to Home Business under Accessory Uses. Language is discriminatory - why just seamstress and not tailor? definition of crafts? Does that include furniture and antique refinishing, sheet metal worker, photographer, masseur? Has the Board.of,:,.Selectmen overstepped their bounds in writing language to circumvent the legal jurisdiction as it applies to Busy Bee Florist? Can this action of selective enforcement put the Town in jeopardy by suit from legally established florists and/or businesses within the Town? The Board deferred any further discussion on this matter until after the public hearing. ` Scenic Roads s , A letter from the Conservation Commission requesting that a represent- ative from Conservation, Planning and Historical Commission serve with the citizen group in formulating a by-law for scenic roads and put this article on the Special Town Meeting Warrant within the Annual Town Meeting. Mr. Mitchel will serve as the Planning,Board rep., Personnel The Secretary was requested to gather all the information on the up- grading request made to Personnel Board, the promotions given, the hours of part-time workers that have been expanded since such appli- cation has been made, and give all material to the Chairman for further action. Zoning Maps Mylar copies of, the 1978 Zoning Maps has been authorized by the Board. The reproductiv, copies in the '.Board's files will be forwarded to the BPW so that the mylars can be made and all changes can be incorporated on the new reproductions for updating the Zoning Maps.
