COUNCIL ON AGING BOARD MEETING
Room 16 - Town Hall
December 12, 1988
Present: Gladys Cail, Barbara Doucette, Dorothy Foxon,Ginny
Lane, Linda Nordberg, Gail Rourke, Loretta Spaulding, Irving
Stackpole, Ruth Vitkovich, Barbara Ritchie (Patrons for Older
Adults), Lois Bond, Florence Farelli.
Absent: Arleen Bazarian.
Meeting was called to order at 5:35 p.m. by Chairperson Gladys
Call.
Minutes of the October meeting were accepted with no changes by
unanimous vote. The minutes of the November meeting were accepted
with the following corrections: the date of the meeting to be
changed from November 10 to November 7; Dorothy Foxon's name be
included in the "present" list.
Ginny Lane was welcomed as the newest Board member.
The Treasurer's Report was accepted with a projected 41.60 of
the appropriations, 28.6% has been spent to date.
An ensuing discussion raised the following points: fiscal year
runs from July 1 to June 30; establishing monthly budget project
figures to run concurrently with programs; copies of appropria-
tion sheets made available to all Board members; what is the
Board's role in budget preparation and dispensing of funds; what
is it's advisory function.
Florence Farelli will present a leave of absence request rather
than resign as van driver. Applications are being received for
the temporary position.
Shopping Assistance salary dependent upon grant monies was lifted
up as an example of the need for creative cooperation to resolve
homemaker shortage situation in Reading.
Tea Dance Committee was voted $600 from the recreation budget
to cover expenses. This action supplants the Board vote of
July 18 to give $100 to the Committee.
Intergenerational programs were discussed with encouragement to
continue with spelling bees, leaf raking, handicap awareness,
parties, concerts, favors for the meals on wheels programs. new
opportunities to finance Lifeline through school participation.
Mr. Stackpole can supply information about Lifeline with explana-
tion of a welfare pegged rate to cover the cost of the system.
A draft Policy on Volunteers was submitted to the Board to be
edited by the members and brought back to a future meeting.
Suggestion made to display volunteer opportunities at library and
include volunteer opportunities in church bulletins and the
newspaper. Survey forms, including volunteer opportunities infor-
mation, will be brought to a future meeting.
An Ecumenical Community Outreach Committee will develop a program
to do minor home repairs. This will dovetail with the Fix-It
program that does repairs at the Senior Center.
Magazine subscriptions have been donated by the Horsley Clinic in
Stoneham. Ten titles will be displayed in a free standing rack at
the Senior Center.
A letter of appreciation to Sid Rubin was written on behalf of
the Council on Aging and staff and read at his retirement party
given by the Rotary Club.
A letter was read from Lofty Oaks Association stating that a tree
has been planted by Douglass Funeral Service of Reading in
celebration of the life of Gertrude E. Poole.
Thanksgiving Dinner expenses came to $1640.
Florence Farelli, van driver, presented an overview of the
transportation program. The monthly activity calendar and the
daily mealsite commitment are the focal points around which re-
volve local shopping trips, medical appointments, additional per-
sonal appointments, transportation of volunteers and class mem-
bers. Sixteen to thirty people are served each day. Appreciation
was expressed to Florence for work well done.
Meeting was adjourned at 7:15 p.m.
