HomeMy WebLinkAbout1988-11-07 Council on Aging MinutesCOUNCIL ON AGING BOARD MEETING Room 16 - Town Hall NOVEL BER 7, 1988 ; Present: Gladys Cail, Gail Rourke, Loretta Spaulding, Irving Stackpole, Barbara Ritchie (Patrons for Older Adults) Lois Bond, Ruth Cogan, Dorothy Foxon. Absent: Arleen Bazarian, Linda Nordberg, Ruth Vitkovich, Barbara Doucette. Meeting was called to order at 5:35 p.m. by Chairperson Gladys Cail. Marie Patterson presented information about The Meals on Wheels program for which she is coordinator. Mystic Valley Elder Serv- ices contracts with daka caterers to deliver a packaged entree, milk, bread and dessert. Volunteers give a personal touch and ob- serve any changes in the clients condition to Marie. She checks with case workers at MVES who investigate. Referrals come from MVES, hospitals, staff and individuals. A case worker determines who is added. Funding is by a requested donation of $1.00 per meal and through a "cash match" with the Town of Reading. The requested support from Reading takes into consideration the rental value of the mealsite and hours contributed by volunteer drivers. Marie said there are few people who could come off the meal program. Thanksgiving Dinner plans were reviewed. Volunteers will cook and serve the meal. Board members and staff will serve as hosts to facilitate seating quests. 400 tickets allotted for distribution with 100 reserved for volunteers, staff and Board members. Hosts should arrive by 11:45. Tickets will have a name tag attached. When the tickets are collected, people will be encouraged to wear the name tag. People will be seated by groups to help ease the crunch. It was confirmed not to have a head table and not to send letters of invitation. It is hoped Mr. & Mrs. Berson will come because he has been supportive of the dinner. The budget discussion ensued. The personnel budget does not in- clude fringe benefits, that being a separate package covered by the general budget of the Town. The Union negotiations will ef- fect the revised current F.Y. numbers. The new contract will be for 3 years, 189-91. 1 A walk through of the budget delineated those positions currently paid by grant monies. Shopping Assistance Coordinator is paid half by grant from MVES and the remainder by donations. Meals on Wheels Coordinator has two and a half hours paid by EOEA Formula Grant and 15 hours by the Town of Reading. Friendly Visitor Coor- dinator is paid by the EOEA Formula Grant. Coordinator of Volun- teers is paid by EOEA Discretionary Grant. "New Program Requests" are being submitted to have these positions be funded by the Town of Reading. Grantors are willing to fund positions for two years, assuming if the program/position is successful it should be added to the town's salaried positions. A van is requested as a Capital Project for 1990. The size of the van was discussed and the effects of installing a chair lift with a resulting decrease in the number of seats. Funding was dis- cussed with the possibility of donations being made through the Patrons for Older Adults. Financing will probably be forth coming through EOEA grants, organizations and individuals, The Capital Improvement Plan is projected over a five year period. A quorum not being present to formally vote approval, it was determined that the budget be presented with the support of the members present.
