BOARD MEETING, OCTOBER 7, 1985
MEETING MINUTES
Members present: Dick Felone, Penny Richards, Betty Knox, Aloyse
Jellison, Frank Lemaire, Woody Baldwin, Rheta
McKinley
Dick, using his "official gavel" opened the meeting at 7:32 p.m.
Minutes of the previous meeting were discussed, and after several minor
corrections were made, the minutes were approved.
There was no financial report.
Rheta's Report
Rheta's report was distributed, read and portions were
discussed. Rheta answered questions from Boaard members on the
Board of Health's recent grant, and on the home maintenance
program being offered by the Northeast Metropolitan Vocational
School. Unfortunately, the town of Reading was not selected
for inclusion in this program for this year, but Rheta
expressed hope that in future years, Reading might be
selected.
Old Business
Relocation of office: Frank stated that his sub-committee has
not had the opportunity to work on this, due to time
constraints and because the Selectmen have not worked on the
matter. He asked if the Board had further instructions or
directions for the sub-committee.
Job upgrading: Aloyse listed some of the Council on Aging
office structures in neighboring towns. Dick again expressed
his frustration over the Council on Aging's only having a
clerk in charge of the office. It was suggested that the Board
write again to the Personnel Board, asking that Rheta's
position be upgraded to Administrative Assistant. Penny
related the conversation she had had with Molly Zeigler of the
Selectmen's office, concerning changes being discussed in the
job classifications. Betty moved that Dick send the letter
discussed to both the Personnel Board and the Selectmen, this
was seconded and approved. Woody suggested following up the
letters with periodic phone calls, until we have received
communications back from both boards.
New Business
Annual Dinner: Rheta reports that she is pretty much all set
with plans for the dinner. She is still working on getting
entertainment. She needs to provide John Doherty with a check
for $325 to purchase the necessary paper goods, this request
was put into a motion, moved and accepted. She will contact
the art departments at the schools and ask that placemats be
made. She asked if the Board would like to give out door
prizes. A list of VIP's for suggested inclusion on the
invitation list were mentioned.. -
Dick briefly discussed the upcoming Winchester Hospital Health
Fair, Woody is set and ready to man the Council's booth. Rheta
suggested that in addition to making Council literature
available at our booth, we also pass out the Vial of Life
containers she has in the office.
A staff member from Creative Arts for Kids dropped in to see
Rheta, they are still interested in doing intergenerational
arts with the Council, perhaps in the spring of 1986.
New board members: we are still down two board members, and
again, have not heard from the Selectmen regarding new
appointments. It was suggested that we correspond with
the Selectmen and follow up with phone calls until we have a
repsonse from them.
Dick read a letter from the Finance Committee, asking for
answers to several questions concerning the FY 1987 budget
requirements of our Board. Dick read the questions, and each
was briefly discussed. It was decided that Dick and Rheta,
with assistance from Aloyse and Woody (and any other Board
menber that could attend), would meet and draw up our
responses to the questions. Because of the close due date of
our response, Dick hoped that this method of repsonse would be
acceptable to the Board membership, rather than having to call
a special Board meeting to handle the matter.
Rheta discussed a discretionary grant that is available from
the State Department of Elder affairs, and stated that she
would like to have the Board apply for consideration. She said
that the grant could be used to bring an afternoon clerk in to
help with typing, filing and answering phones. She said that
an afternoon clerk would be better, because the office is so
small that another person coming in during the morning would
only add to the crowded conditions. It was moved and accepted
that we look into this grant.
Dick gavelled the meeting to a close at 9:04 p.m.
