HomeMy WebLinkAbout1984-02-13 Council on Aging MinutesCOUNCIL ON AGING Secretary's Report February 13, 1984 The regular monthly meeting of the Council on Aging was held on Monday, February 13, 1984 at 7:30 at the Community Center. Attendees: Chairperson Lorna Knapp; members, Dick Felone, Betty Knox, John MacDonnell, Mary Ottino, Lester Ralph and Sebastian Tine; Associate member Frank Lemaire and Fincom member Bill Hughes. Absent: Rheta McKinley, Marcia McFarland and Corrine Pecoraro. Chairperson Knapp called the meeting to order at 7:30. The motion was duly made, seconded and VOTED to accept the Secretary's Report of January 9 as submitted. FINANCIAL REPORT Treasurer Tine reported there was no printout available for the meeting but expenses were on target. Chairperson Knapp reported the Budget Committee appeared before the Finance Committee on two occasions in regard to four items involving transfer of funds. Three of these items concerned catching up with the mistakes they made last year, and these were approved. The fourth item, the request for increased hours and an upgrade in classification for Rheta did not get through, mostly because one member of the Fincom did not feel that it was a legitimate transfer of funds. He stated that because it was an increase in hours and an upgrade it had to go through Town Meeting. The members of the Fincom at the COA Board meeting did not concur. John MacDonnell suggested that the Board increase the hours and emphasized that there was enough money in the salary account to pay for it. Chairperson Knapp stated she did not get that impression from her meeting with the Fincom. MYSTIC VALLEY ELDER SERVICES Frank Lemaire gave a brief report on the MVES' Board of Directors' Meeting of January 17, 1984. The next meeting will be held in Malden on February 28. There was a brief discussion on elderly frail funding. Chairperson Knapp defined the elderly frail as "those who without some services would definitely be institutionalized." Council on Aging -2- February 13, 1984 ADMINISTRATIVE SECRETARY'S REPORT The above report was reviewed and the topics discussed. Only one response was received from the ad asking for the donation of a piano; as it was in only fair condition it was decided to wait for other opportunities. It was noted that Ms. McKinley had met with the Junior Unity and had an opportunity to mention the many service activities of the Council. NEW BUSINESS Chairperson Knapp mentioned the Space Study Committee and suggested that a member of the Council attend the meetings. John MacDonnell stated that the Com- mittee was determined by Town Meeting. It was then decided that a letter from the Council be directed to the Chairperson. Chairperson Knapp invited the members of the Board to visit the three Senior Citizen sites listed on -.the Agenda. CABLE TV Dick Felone reported on his plans for cable TV programs which he hopes to im- plement around the end of February. The shows will be weekly half-hour pro- grams, with a talk show format. There would be interviews and end with a com- munity calendar of Council on Aging activities and services. It was suggested the first program be an interview with Rheta McKinley wherein she could describe the many services provided by the Council. The second program could be with the Chief of Police and the Fire Chief, talk- ing about security and safety around the home, etc. Other possibilities would be a show on transportation, escort service, errand service, etc. Medicare, nursing homes and legal representation are other possible subjects. It is planned to tape two shows in a day, possibly done in about two hours. Mary Ottino and Bill Shaw have been asked to act as moderators. It is hoped that one of the art groups in town will make a mural for the background. The M.C.'s would all be senior citizens. PROGRAM IDEAS FOR MAY Chairperson Knapp asked for program ideas for the month of May which has been designated as "Senior Citizens' Month." Nothing definite was decided. GRANT Betty Knox referred to an item in the paper stating that $1.5 million in grants are available for regional transportation services benefitting elderly and handicapped people. Chairperson Knapp stated that Home Care had applied for this grant in late summer of 1983, and had prepared statistics and records Council on Aging -3- February 13, 1984 supporting the application. She plans to follow up to see if the previous application could be renewed. VAN Frank Lemaire reminded the Board of the poor condition of the van.
