Secretary's Report
November 14, 1983
The regular monthly meeting of the Council on Aging was held on Monday,
November 14, 1983-
attendees: Chairperson Lorna Knapp, Administrative Secretary Rheta McKinley;
Members. Dick Felon-, betty asnoxs John McDonnell, I'arciaMcFarland, Mary
Ottino, Corinne Pecoraro, Tester Ralph, and Sebastian Tine; Associate
Member Frank Lema,ire, and Committeeman,, William Hughes.
Chairperson Knapp called the meeting to order at ?150 P.M-
The minutes of the previous meeting were reviewed and a typographical error
noted; i.e., the :)ercentage of expenditures should have read 2 .8~% NOT 28.8%.
The motion was duly jade, seconded and VOTED to accept the mi-mates of
October 17 as corrected,
FINANCIAL REPORT
Treasurer Tine referred to a printout as of November 2nd which showed the

general n Fund ex-rsena~.tures were on target with a figure of 3.9% :7 a~ the
completion of one-third of the fiscal year. Total expenditures amounted to
$15,551.61, leaving a balance of $32,311.39, indicating we are spending
at a rate of approximately $4,000 a month.
MYSTIC VALLEY ELDER SERVICES, INC.
Frank Lemaire reported on the October 25th meeting of the Mystic Valley
Elder Services, Inc. He reported that $6,000 was awarded to the City of
Malden Council on Aging for the lease or purchase of a vehicle for use in
shopping; transportation. $1,'38 was awarded for transportation of ied.ford
elders, and the Stoneham Council was reimbursed for part time drivers on
their ?deals on Wheels T -ogram . It was announced that DAKA would be taking
over the food service promram starting October 31, 1983-
The next Director's Meeting of the Ifystic Valley Elder Services will be
held November 29. Chairperson.alnapp stated that these meetings are open
to members of the Beard. They are held the last Tuesday of the month.
The location of the meetings is rotated alphabetically among the eight
communities.
ADMINISTRATIVE SECRETARY'S REPORT
Administrative Secretary 'H-cKinley distributed a detailed report of her
activities for the previous month. She informed the board of the success

of the two co=arses offered by the Council and conducted by No. Shore Community
College. The courses were "The Magic of Music," and "Understanding Com-
puters." The sessions were well-attended an the student seniors expressed
a. desire to pursue the computer course at a more advanced level.
Ms. McKinley met with Ve? da Modell, Assistant Librarian of the Readin=g; Public
Library, and discussed new programs and innovations for elders t be im-
plemented in the future.
Frank 1emaire complimented Administrative Secretary McKinley for her per-
formance under difficult circumstances
The Board discussed the need to fill one vacancy on the Council on aging
Board. Chairperson Knapp asked for names of passible candidates.

and urged el' ns to contact their representatives and request action on
these Bill,.
It was announced that a, new clear, Fhyliss Lapham, had been hired to
succeed Marie Upton. Her first week was especially hectic but she handled
it all very efficiently.

Mary Ottino reported that the dinner sponsored by the Elks on November 12
was a great success.
ANNUAL DINNEZIR
It was reported that 435 tickets for the annual Dinner had been distributed
and there were ten names on a waiting list a The Asgeirs,son fa miler had
agreed to provide the orchestra, but need a, piano e Ms. McKinley will tray
to borrow a table piano from her ;church. Board members were asked to
arrive early and help set up.
There was a discussion as to where next year's dinner will be held. it
was a:?t-;;-£'Sted that plans i2o1i.wd be made in advance in the event that
Austin Prep is unable to hold the dinner. The Field House at Reading
Memorial High School was mentioned as a possible site
BUD?ET
Chairperson Knapp called on Sebastian mine for a report of the Town Finance
Committee Meeting of the previous weeks Sebastian reported a 97, 000.
deficit is anticipated. Finance Committeeman Graham said this deficit
would be taken care of from the Stabilization Fund. ($3290720. John
MacUonnell explained. that the Stabilization Fund is a surplus of money left
over from:othe various budgets.

forms and official notice from the Anance Committee were received and.

There was a discussion about getting food packages to the homebound in

It was moved, seconded and VOTED "that we use the Hypothermia fund for
emergency food packages as the two programs are closely related."

There was a, lengthy discussion regarding use I P l Street School
