Secretary°s Report
September 12, 1983
The re ula-~ 7r.orthly meeting of the Council on A ing was held on
Monday, eD' e , elf 12, 1983.
Attendees: Chairperson Lorna Knapp; Administrative Secretary, Rheta
McKinley; members Dick Felone, Marcia McFarland, John YiacBonnell,
Mary Ottino, Corrine Pezoraro, Sebastian Tine, and Associate Member,
Frank Lemaire.
Absentees; Betty Knox and Lester Ralph.
Chairperson Knapp called the meeting to order at 7:30 P-M-
The motions were duly made, seconded and VOTED to accept the minutes of
June 13, July 6 and August 29 respectively,
FINANCIAL REPORT
Sebastian Tine, Treasurer, quoted from the printout as of August 6,
It differed slightly from the budget submitted by the Board. The General.
Fund totaled 47:863., expenditures (two months into the fiscal year),
were $6,271.31, leaving a balance of $41,591.69.
ir. Tine stated he had received a memo announcing the call for any
capital outlay the Council wants to make. Chairperson Knapp stated
the only capital outlay required was for a new van a -rid that this request
had been made last year. She questioned the necessity of it being sub-
mitted again. Mr. Tine quoted the memo as saying "The Finance Committee
requests that a written list of proposed projects for each o the next
five years, listed in order of their priority within your area of respon-
sibility, be submitted by September 29."
Mr. .cDonnell suggested that due to the fact that the present van is
wearing out quicker than anticipated that the request be resubmitted.
Chairperson Knapp called on Frank Lema.ire to give his report on the
activities of the Mystic Valley Horne Care Services. For the benefit of
any newcomers, . Lemaire explained that eight areas are served; namely,
Malden, Medford, Melrose, Wakefi ld, Stoneham, Reading and No. Reading.
`Where are 25 Directors, including Lorna kna.pp and Frank. He reported a
new Executive Director, Dan Leary, has taken of'f'ice, replacing Ms. Molly
Burns, 'rho has recently married.

Mr, Lemaire told of the different programs covered, including "Abukseā of the
the Elderly." Chairperson Knapp informed the Board that the State has
recently funded this program and a full-time position has been in oper-
ation since September 1st,
Mr. Lemaire reported that the Annual Meeting of Mystic Valley Elder
Services will be held on September 27 at 2:00 PM. Members of the Board
are welcome. The election of officers will be held at this time.
ADMINISTRATIVE SECRETARY'S REPORT
Due to a heavy workload Ms. McKinley gave a brief oral report of her
activitiest
1. All the classes are filled and there is a waiting list for
those unable to be accommodated at this time.
2. A beginner's dancing class was held today with six newcomers,
3. The dancing teacher was -,given permission to charge $1,25 an hour.
The dancers assured Ms. McKinley that the increase was agreeable to
them:.
4. The grant was sent to the Selectmen for signature.
5. Cable TV has been installed in the Senior Citizen Center downstairs.
6. Ten seniors signed up for the Cablevision workshop and a four-session
workshop has been completed.
7. Surplus butter and cheese will be distributed starting Oct, 11 1983-
8. A letter of appreciation from a grateful family member was received
complimenting Ruth Turnquist on her kindness and efficiency in handling
the affairs of an elderly person over an extended period. The letter
was peed among the Board members for their review.
NEW BUSINESS
Ticket Allotments
Various organizations give parties for senior citizens. It has been the
practice for thew to give Ms. McKinley a limited number of tickets for her
to distribute on a first call, first served basis. The number of requests
for tickets far exceed the number of tickets, resulting in hard feelings
among those disappointed and verbal abuse directed at Rheta and her office
assistants, After discussion the motion was duly made, seconded and unan-
imously VOTED "that organizatians will have to give out their own tickets.
A location will be provided outside the Council office, and the Council
will publicize the details."
Annual Dinner: Chairperson Knapp appointed Betty Knox Chairperson for the
Annual Dinner. Corrine Pecoraro and Sebastian Tine volunteered to serve on
the committee.

TEA DANCES
The suggestion of holding Tea Dances has been discussed by Ms. McKinley
and Sebastian Tine., Mr. Tine is a member of a four-piece band, an offshoot
of the akefiled Retired Men's Band. This small band has been accepting en-
gagements from nursing homes and would be interested in playing for senior
citizens' late afternoon tea dances. Ms. McKinley has inquired as to the
interest in such a program and believes it would be welcomed. A modest sum
is required for the band's expenses and it was suggested that a voluntary
contribution be akked. Ms. McKinley agreed to place an announcement in the
newspapers for a late October date.
1985 Budget
Chairperson Knapp appointed Sebastian Tine as Chairman of the 1985 Budget
Committee, with John MacDonell and Corrine Pecoraro as members.
PHONE PROBLEM
Mary Ottino brought up the subject of inadequate phone availability in
the kitchen of the meal site. The Board agreed this posed a problem in the
event of an emergency. Ms. McKinley offered to refer the problem to Paul
Landers, Selectman for resolution.
MEETING SCHEDULE
Chairperson Knapp reviewed the wishes of the Board for future meeting
schedules. It was decided to continue meetings on the second Monday of each
month, in the event of a holiday, the third Monday will apply. Meeting
time will continue to be 7430 PM.
The motion was duly made, seconded and VOTED to adjourn at 8:45 PM.
