HomeMy WebLinkAbout1983-04-11 Council on Aging MinutesCOUNCIL ON AGING Secretary's Report April 11, 1983 The regular monthly meeting of the Council on Aging was held on Monday, April 11, 1983 Attendees: Rheta McKinley, Administrative Secretary, Lorna Knapp, Chairperson; and members, Tony Barrasso, Dick Felone, Betty Knox, Mary Ottino, Sebastian "ire, Donna Ruth and Lee Winslow; and Asso- ciate member Frank Le:i '.re Absent: Andy YlulhiAch The meeting was called to order by Chairperson Knapp at 7:40 PP% The Secretary*s Report for March 14 was reviewed by the Board and the following errors .noted: expenditures were erroneously quoted as $20#764.62; correct figure is $28,764.62. Can page 3 motion by Far. Barrasso should read in view of the fact that we have already -requested funding for fiscal '85...t° There was also the o:miL--z .on of Frank Lemaire's name as an attendee. Upon motion duly made and seconded it was VOTED to accept the minutes as corrected, FINANCIAL REPORT Sebastian Tine, Treasurer reported expenditures of 32,960.04, leaving a balance of $11,287.96, which represents 74.4 of the budget at the 75% point of the fiscal year. A request has been made for $1,000 to fund the 53rd week of the year. Mr. Tine stated that clarification is needed on the printout regarding the grant, Chairperson Knapp called on Frank Lemaire for a brief update of the Mystic Valley Elder Home Services. Mr. Lemaire stated that the Dome Care Board meets regularly and keeps informed as to legislative matters concerning the elderly. He mentioned the Patrons for Older Adults,, an organization started in 1978, and read their By laws. He called at- tention to the fact that the By-laws state that the Patrons were to work in cooperation with the Reading Council on Aging. He suggested that the two organizations should combine their efforts, as they had in the past, for the benefit of the Reading elderly. Mr. Barrasso asked if a letter had been written to the Selectmen requesting funds for the van purchase. Mrs. McKinley informed the Board that the letter had been written and hand-carried, due to the tight time require- ment, to the Selectmen, -2- Chairperson Knapp resorted she went before the Finance Committee and asked that the $596. (the amount in excess of the budgeted $7,000) bet nsferred from Town Funds. It was so voted. She also requested that the budgeted figure for next year be increased but this action was not taken. Chairperson Knapp and. Mrs. McKinley met with Selectmen Jack Russell and Paul Landers. The Selectmen 'were given a packet containing pertinent inform- ation about the Council on Aging. Mr. Landers expressed his intention to visit the Board when time permits. Mrs. Knapp brought up the subject of the poinsettia and the Selectmen said "they would do something about it." In the meantime Ms McKinley was informed by the Town Accountant that he would not reimburse the Board for this expenditure. There was a brief discussion about the Friendly Visitor Program. It seems to be progressing well. Where will be a workshop on Wednesday (4/13) open to all interested parties. Chairperson Knapp attended the dinner for senior citizens put on by Billy Fotino, a candidate for Eagle Scout. It was held at the Masonic Hall on Sunday, April 10. An excellent meal was served to approximately 100 senior citi-ens. OLD BUSI'NE'SS Chairperson Knapp reported the March Planning session was held at Tan:nerville. There were 10-12 people in attendance and they were_receptive and responsive. The next meeting was planned at Cedar Glen on April 25 but as this is their Bingo night a change is necessary. It is now scheduled for Wednesday, the 27th at 7:30 at Cedar Glen. The duration of the meeting will be approximately one hour. The'-suggested date for the Peter Sanborn Place meeting is May 23; Mrs. McKinley will contact them this week to finalize the date. After discussion, it was decided to call the meeting previously referred to as Elderly Forum, "Senior Citizen Forum." OLDER AIZRICANIS MONTH After discussion it was decided to hold the following activities in Maya May,3-4-5 Tues, Wed. Thurs. 10 - 2 Art Display May 13 May 20` Friday Friday (suggested date 1000 - subject to Senior Citizen Forum chg. Close Harmony (movie) May 26 _Thursday 12:00 Picric ME BUSI14ESS Chairperson Knapp requested a vote, (if agreeable to the Board.) to request additional funding of $700. It was duly moved, seconded and VOTED to "ask Town Meeting to add another $700. to the $7,000. line item for elderly home care and hot lunch services. -3- It was announced that Congressman Markey is sponsoring a Health Fair on May 16 from lot to :00 at the American Legion Post on. Winn t., Burlington. There is an opportunity to have a, booth for the display and sale of home grade items. A motion was duly made, seconded and VOTED "to provide trans- portation to and from the Health Fair providing there are 10 or more people interested." Betty Knox stated the same convenience should be afforded people who want to attend the Health Fair at Winchester Hospital. A motion was duly made, seconded and VOTED "that if there are enough people interested in attending the Winchester Hospital Health Fair, and if the van is available, that we supply transportation." Chairperson Knapp introduced the subject of accessory apartments and there was a brief discussion after which a motion was made, seconded and VOTE "that the Board write a letter to the ?Tanning Board in support of accessory apartments. " In view of the fact that this week is "Volunteer Recognition Week," the Ad- ministrative Secretary tha,ed. the volunteers in the two Heading newspapers. Chairperson Knapp announced that a Tea to recognize Council of Aging volun- teers is being considered. Due to the sparsity of funds in the Council on Aging budget, it was decided to write a letter to the Patrons for Older Adults and suggest they sponsor the Tea. Lorna Knapp weed to write the letter. Chairperson Knapp called attention to the statistics prepared by the Admin- istrative Secretary. She suggested that the Board members examine the sheet as it contains interesting information including a last of money that the Council on Aging has returned to the Town. Mrs. McKinley is also figuring the cost to the Town per senior for programs run by the Council as opposed to the cost to the Town per child for the school system. Also being computed is the annual savings to the Town through the use of volunteers. Upon a motion duly made and seconded it was VOTED to adjourn at 9,00. Next meeting is scheduled for May 9.
