HomeMy WebLinkAbout1983-03-14 Council on Aging MinutesCOUNCIL ON AGING Secretary's Report March 14, 1983 The regular monthly meeting of the Council on Aging was held on Monday, March 14, 1983. Attendees: Rheta McKinley, Administrative Secretary; Lorna Knapp, Chair- person, and members, Tony Barrasso, Elizabeth Knox, Andy Mulhinch, Mary Ottino, Sebastian Tine and Lee Winslow. Absent: Donna Ruth The meeting was called to order by Chairperson Knapp at 7:38 P.M. The Secretary's Report for February 8, 1983 was reviewed by the Board members and it was voted to accept it. Chairperson Knapp asked for the Financial Report. Sebastian Tine, Treasurer, reported that as of February, 1983 $20,764.62 had been expended leaving a balance of $15,483.38. These figures represent a 65% expenditure rate for 2/3 of the fiscal year. Mr. Tine pointed out that although some categories of- thef,hudget had reached 100% of a,l,loti-,ient, other categories were below 30%, thus the total expenditures were witiin range. There was a brief dis- cussion regarding the fact that allowances must be made for a 53 week payroll. Sebastian Tine will confer with Mrs. McKjf,!ey to determine the amount needed and request a transfer of funds. Chairperson Knapp called for the Administrative Secretary's Report. This was furnished to each member and time was taken to review it. There was a a brief discussion and several questions were answered. OLD BUSINESS A Program Planning Session was scheduled for March 28 at Tannerville. The April meeting will be held at Cedar Glen, a-.-<d efforts will be made to hold the May meeting at Peter Sanborn Place. Reading residents will be invited to come and express their ideas. The members of the Board are asked to attend if possible. The Elderly Forum date has been changed to May 13. It will be held in the Community Center Auditorium on Fridav morning 10:30 to 12:00. Dr. Richard 11. Rowland, Secretary of Elder Affairs, Hon. Michael Barrett, Representative of our District, and'Ms. Molly Burns, Executive Director of Mystic Valley Elder Services, Inc. will be the speakers. It will be open to people in surrounding communities and will be announced in the local newspapers. Council on Aging . -2® march lea, 1983 Chairperson Knapp brought up the subject of By-laws and announced that it will be necessary to vote on new ones at two separate meetings. After dis- cussion it was agreed that the By-laws should start with a preamble. The By-law Committee will meet to clarify the wording in Article III, and a new version of By-laws will be presented to the Board at a future meeting. Ruth Turnquist, Outreach Worker, was introduced to the Board and congrat- ulated on her devoted service to the Council on Aging. Chairperson Knapp introduce. Ms. Molly Burns, Executive Director of the Mystic Valley Elder Services, Inc. Ms. Burns gave a detailed explanation of the role of the Home Care Corporation. They provide the funding for legal services, Home Maher Services, Laundry Service, Congregate Meals, transportation for out of town medical care, etc. Other services funded include protective srervicesi companionship, guardianship and sponsorship of the Senior Aid Program. 1EW BUSDiESS Chairperson Knapp announced that the Mystic Valley assessment is $7,596, ($596 in excess of the Council's budgeted funds.) A letter from the Selectmen intimates that it is their intention to use $300 donated by the Jay Cee's towards this debt and contact the Service Clubs in town soliciting the balance of $296. This proposal was unanimously rejected by the Board members. After discussion the following motion was made by Mr. Barrassoe "I make a motion we advise the Selectmen or the Town Treasurer that we will pay the amount available in our pre-funded budget ($7,000) and request that the town provide the balance ($596.) We want to stipulate the dollars donated to the Council on Aging by the Jay Cee's not be included in that amount, as it was not intended that the donation be used to offset any of the Council's indebtedness. I also move that the Patrons for Older Adults be approached about paying the overage of $596. Motion was seconded by Mrs. Knox, and so voted. It was announced by Chairperson Knapp that May is "Older Americans Month." Admift";t.rative Secretary McKinley indicated that she would like to have some special activity planned for each week in May. A picnic was suggested and nary Ottino and Andy Mulhinch agreed to help arrange it. A second possibility for one of the weeks is a film entitled "Close Harmony." Mrs. McKinley will inquire as to its availability. Chairperson Knapp reported that she had received a letter from the Winchester Hospital Health Services announcing a program they were sponsoring and suggesting that the Reading Council on Aging make the van available for people desiring to attend. Due to previous commitments for the van, it was determined that it would not be available at that time to transport people to Winchester. Administrative Secretary McKinley announced that there is a grant program offered by UM`i'A (Urban Puss. Transit Authority). It is possible to purchase a new van by providing a 25% match. After discussion it was voted that the Council, on Aging apply for a van under this program. Mr. Barrasso moved in view of the fact that we have already funded for fiscal '85 for procuring a van, we request that the Selectmen complete a letter of intent to Mystic Valley to ask for whatever funding is available to help us procure a van." Seconded by Mary Ottino and so voted. Chairperson Knapp reported that she spoke to Mr. Agnew regarding the fact that the Council on Aging Board has existing vacancies. Mr. Agnew informed her that the situation will be resolved at the Slectmen's meeting on March 28. As this is the night of the Planning Meeting, Mrs. McKinley will attend the Selectmen's Meeting and report her findings. Chairperson Knapp announced that the Regional Department of Health and Human Services has recently concluded an agreement with Channel 7 that messages and items of public interest to all ages will be accepted for their All Night Newscasts. This information will be filed for future reference. It was reported by Chairperson Knapp that the MASCD (Massachusetts Asso- ciation Senior Center Directors) is having their Annual Conference in Northampton on April 27, 28 and 29. The subject will be "Futures of Aging." Public officials, Margaret Heckler, Secretary of Health and Human Services, and Dr. Richard Rowland, Secretary of Elder .Affairs, will be among the speakers. Registration is $15 for full time Directors and $7.50 for pant time Directors. It was agreed that Mrs. McKinley will attend., expenses paid from the Council of Aging Grant. Members of the Board are welcome to attend and their registration will be paid by the Council on Aging. The meeting adjourned at 9:15.
