HomeMy WebLinkAbout1987-07-08 Council on Aging MinutesCOUNCIL ON AGING YJ,vi, "`H CLERK Board Meeting - July 8, 1987 N G, S. ~ MEMBERS PRESENT: Gladys Cail, Gail Rourke, Loretta Spauldin , Rosemary Gibbons, Dick Felone, Aloyse Jellison, Woo#033 '4w1h, P 3: 28 Barbara Doucette STAFF PRESENT: Rheta McKinley The meeting of the Council on Aging was held in the recreation hall at Frank Tanner Drive immediately following the annual cookout. The meeting was called to order at 7:30 p.m. by Chairman, Dick Felone. Minutes of the previous meeting were accepted as presented. Financial Report: There is a balance of $5,295. in the salary account for the year 86/87, this must be returned to the general fund. There is $1,521,, * ' remaining in the expense portion of the budget, approximately one-half is needed for remaining expenses of budget, balance going back to general fund. Nominating Committee: The nominating committee presented the following slate of officers: Chairperson - Woodrow Baldwin V. Chairperson - Rosemary Gibbons Secretary - - Gail Rourke Treasurer - - Barbara Doucette There were no other nominations and the slate of officers were approved unanimously. Relocation:. There was a lengthy discussion concerning pro's and con's of relocating the Senior Center in the proposed new town hall complex. Our main concern being adequate parking. Woody drafted a letter, airing our concerns; this will be available at the next meeting. After the Board approves; it will be forwarded to all concerned. Board Questionaire: The Board Members were given a memo prepared by Woody Baldwin requesting input for next years agenda. He asked that each member work on one or more of suggested committees and during the summer, think about other Council on Aging needs and concerns. The following people volunteered: Gail Rourke - P. R. and "Making Noise" and Needs Assessment Survey Barbara Doucette -Needs Assessment Survey Gladys Cail Woody Baldwin - Board Training Dick Felone - Guidelines for "Volunteer of Month" Rosemary Gibbons - Pre-Retirement Program Aloyse Jellison - Cultivate "Working Relationship" with the Patrons of Older Adults.. Page - 2 - July 8, 1987 By-laws: Section 6 (Advisory Committee) of the new Council on Aging by-laws was discussed. It was suggested that we actively seek people from the business community (retired and active) to be members of the advisory committee. Woody will review by-laws and make necessary changes for Board approval. Cookers: Dick Felone suggested obtaining more "efficient cookers" prior to next year's cookout. Rosemay Gibbons will check to see if this can be done through the School Department. Meeting time: It was voted to continue holding meetings on the second Monday of the month at 5:30 p. m. in the Senior Center. McKinley Clerk Protem RCM/rmg 4 This letter if for the purpose of stating the position of the Council on Aging concerning the proposed plan for housing of our facilities. We hope it will be considered as a constructive statement of our thoughts, and not as any plan of obstruction. We have repeatedly stated our concerns about parking, and these concerns have not been addressed to our satisfaction with the proposal the Council on Aging into the new town hall complex. Without adequate parking, many of our programs will be greatly curtailed if not eliminated altogether. All this comes at a time when the aging population is increasing, and this suggests a growing demand for our present services and probably initiation of new and more innovative programs. We believe our constituents can be best served by a separate facility they can call "home". We believe that sharing space with other agencies of town government would discourage many seniors from using the facilities. This would, of course, be exaggerated by a parking hassle. We believe also that the other tenants might not welcome food odors from the meal site. Even though the food is prepared elsewhere, there is an odor. Also recreational activities such as the card game, the pool table, the tea dances, etc. are noise generative and could be considered a nuisance to other building users. Many of our personnel services need visual and auditory privacy; and since some of these arise spontaneously and cannot be scheduled ahead, we are concerned about not having at least one room with a closed door that can be for the exclusive use of the Council on Aging. Legal, financial and medical services are usually scheduled at a regular time; but even with those, there is no assurance under the new plan that we will have priority if another agency wishes to use the community facilities at the same time. We recognize the town's need for efficient use of space, and we recognize that the space we have now is not utilized to maximum efficiency. If we had a facility that could be designed with our needs in mind. however, we could certainly schedule our activities to make sufficient use of our space. This is not always possible when space must be shared with other agencies.. We are resigned to the fact that we may have to settle for something less than our desired facilities; and we are certainly willing to compromise in whatever ways we can that will not cause a substantial deterioration of our programs and services. We hope that you will accept this statement, in the spirit intended--as a statement of our needs so that your planning'can take into consideration our particular circumstances. Thank you.
