Mpg Lemaire then reminded Bard members "all questions can administration, etc." should be referred to the office. John MacDonnell stated. "Mrs McKinley is the Administrator--the Board is a policy making Board not and administrative Board". Mrs. McKinley carries out the policy of the Board At this point Selectman John 'rice questioned the legality of referring to Mrs. McKinley as the Administrator.
